Why should we do this at a network level? How did CRL arrive at 50 participants?

Stewardship and curatorial responsibility for these lower risk materials are a collective responsibility that extends beyond any library or consortium’s purview. CRL provides the infrastructure for network level financial and resource management that no other institution in North America is currently capable of doing.

CRL’s goals for the project are 1) to ensure support by a critical mass of CRL members, 2) to achieve full cost recovery of both setup costs and ongoing costs for a four-year period, and 3) to provide the lowest entry pricing for participants. CRL has determined that a target participation rate of 50 institutions of varying sizes and budgets (about 20% of the CRL membership) would accomplish those goals.
