Since its transition to CRL in 2013, NERL has operated as a core licensing program of CRL dedicated to negotiating favorable licensing terms for academic libraries and fostering collaboration in the procurement and lifecycle management of electronic resources.  

NERL is a national leader in negotiated licensing, NERL maximizes effective and sustainable access to content for its member institutions. By building and supporting alliances between higher education and the information industry, NERL serves as an advocate for the collective power and influence of academic libraries and their parent institutions.

Sustainability: NERL pursues innovative and sustainable business models that provide creative alternatives to support the dissemination and long-term preservation of the scholarly record. Our agreements are designed to be cost effective, clearly priced, and free of unnecessary content.

Equity: NERL works to eliminate barriers to scholarly communication by supporting open-access publishing at a fair cost while also advocating for user privacy and accessibility standards.

Fair Use: NERL strives to safeguard all authorized uses granted under US copyright law, to protect author rights by promoting copyright retention including article deposit in relevant repositories, and to support researcher’s ability to conduct computational research.
