The meeting was called to order by Larry Miller at
approximately 8:00 a.m. Representatives introduced themselves.
The minutes from the 1999 meeting were approved.
Announcements (James Simon):
- He passed out 3 documents: SEEMP holdings, Web site
update and hyperlinks to CRL's catalog. This material,
including an up-to-date list of SEEMP's holdings can be
found on SEEMP's Web site <http://newsite.crl.edu/areastudies/SEEMP/index.htm>.
- The search for a new president of CRL is still ongoing.
Meanwhile, Beverly Lynch agreed to stay on until the new
president is in place. She has been very supportive of
the area studies programs.
- CRL has increased non-member borrowing fees to $110
per loan and $75 per photocopy. These fees apply to libraries
that are not members of CRL; if a library is a member
of SEEMP but not CRL, non-member fees apply.
- SEEMP microfilms can be purchased for $60 per reel by
members and $95 per reel for non-members. Income from
microfilm purchases goes to SEEMP.
- ICON. Their NEH grant application was approved. They
will receive $265,000 to create a union list of international
newspapers. They are negotiating with OCLC. Goal is an
online, free list.
- Web access to CRL finding aids. Will include foreign
dissertations. There are 12,000 records of these, of a
total of 800,000 dissertations. Allan Urbanic (U of California,
Berkeley) asked if these included avtoreferaty
of Russian dissertations. James said he would ask. Nina
Shapiro (Princeton U) asked who catalogs this material.
James answered that they are cataloged in-house. They
are looking for outside funding. The foreign dissertation
project is not growing quickly because of increasing use
of electronic format for dissertations.
Financial Statement:
James distributed a financial statement for SEEMP current
to November 7. The project has a balance of a little less
than $49,000 and commitments of approximately $46,000. This
is good.
Reports on current projects:
- Luczkiw Collection. Mary Stevens reported that
2 reels were finished, of a projected 90. Material is
being filmed by Xebec Co. Material is publications by
Ukrainians in dispaced person (DP) camps, 1945-1954. They
are trying to figure out a way of speeding up the filming.
Delay is being caused by filming in alphabetical order,
while the material is shelved randomly. There is a bibliography
of collection, Publications by Ukrainian "Displaced
Persons" and Political Refugees, 1945-1954 in the
John Luczkiw Collection, Thomas Fisher Rare Book Library,
University of Toronto: A Bibliography, which is produced
as a print-on-demand document for approximately $25. Films
have index numbers that correspond to bibliography. Most
items have records in OCLC. James to group: How important
is it to have material in alphabetical order? Mike Biggins:
material in 18th century Russian books project
is random. If we have a guide, we can live with random
order. Diana Greene: How much of a time difference will
that make? Mary: probably a lot. Joe Dwyer: Hoover has
many of the same serials that are in the bibliography.
Serials were not included in Toronto project because holdings
are too spotty. Other institutions probably have them,
too.
- Newspapers from Former Yugoslav lands. Janet
Crayne reported that Vreme was never filmed because
microfilming was too costly using material from two institutions.
Original plan was to use U of Washington's holdings 1993-
and Hoover's for the rest. The original calculation for
1993-1996 was $5500. But Yale by itself may have fairly
complete holdings. Norman Ross (Norman Ross Publishing,
Inc.) says he can film it for less, but he first needs
to find out if he can get the rights. James asked the
group if it would be OK to go ahead with filming once
the problems are solved, since the money has been committed.
The proposal was approved, regardless of who does the
filming.
- Newspapers of the October Revolution. Larry
delivered the report of Michael Neubert (Library of Congress).
Materials have been brought together, but 1918 issues
can't be found. Project will be twice as expensive as
they had estimated, but LC will make up the difference.
Project should be completed, filming and all, in 6 months.
- Russian Regional Newspapers. Olga Tabolina reported
that East View has finished the filming for the first
part of this project and has begun work on the next part,
1996-2000 for the same newspapers. CRL has cataloged the
papers and theyre available. If a SEEMP member wants
to buy some of these films for his/her library, they are
available from East View at the special price of $115
per reel. Someone commented that this project is "the
best thing SEEMP has ever done." The issue of making
the project ongoing was not discussed.
- Russian Right-Wing Extremist Press 1990-1999, pt.
II. Larry reported that the U of Illinois had delivered
its part to be filmed and that UC Berkeley will soon.
These materials will be listed on the web, with holdings,
rather than having individual titles cataloged. They will
also go into CRLs Foreign Newspaper Database. It
was suggested that this project should also work with
Hoover. Involving Hoover is complicated; Joe Dwyer (Hoover
Institution) said he would think about it.
- Eurasian Pamphlets. Rob Daviss (New York
Public Library) report was given by James. There was a
delay in the project, due to an NYPL grant deadline for
another project. To date, all of the Project pamphletsin
Chuvash, Yakut and Kumykhave had cataloging worksheets
prepared. The pamphlets are expected to be sent to the
Preservation Microfilming Office in mid-January 2001,
and SEEMP can expect to be billed in the spring.
Digitization Projects: What can SEEMP do? Discussion
led by Miranda Remnek.
- Introduction of issues involved. The number
of digital projects is mushrooming. They include the East
View databases and other commercial projects like NetLibrary,
and grant-funded digitizing efforts like the Letopisy
at Indiana University. There is a great deal of potential
for duplication. There are four major issues:
- Selection
a. Purpose. Why digitize rather than film? This is an
access issue rather than a preservation one.
b. Type of material. What is more useful, current scholarly
publications or older primary sources? Miranda feels
older primary sources are probably better for such projects,
but that view may be colored by her own interests. She
gave as an example such 19th-century "thick
journals" as Russkaia starina.
c. Date of publication. Newer materials involve copyright
considerations. Russian/Soviet materials published before
May 27, 1973 are not protected by copyright outside
the Former Soviet Union. See the letter that Miranda

d. Format. Is what is being digitized microforms, hardcopy,
manuscripts? James reported that the South Asia Microform
Project purchased a microform scanner. It is in India,
being used for scanning photos, maps and text material.
This camera is available for other projects. There are
also materials "out there" that are already
digitized and just need someone to host them.
- Processing. Who does it? It is always time-consuming
and there are many problems, even if the digitizing
is outsourced. It could be collaborative and used to
improve expertise at the local library. It is important
to use a standard encoding for markup; most projects
use XML.
- Cost. It is possible to find out what is a
reasonable price.
- OCR software. Miranda is using Fine Reader, which
she finds very good for 19th-century Russian.
Dima reported that East View is also using Fine Reader.
Fine Reader was reported to cost ca. $350 and Cuneiform
$59 for the old version and $99 for the new one.
- Cost. Dima said the cost depends on how you digitize:
image only or text. Only text is searchable. But OCRing
(to produce text from an image) multiplies the cost
by 10. Even with the best OCR software, there are always
errors that require a human editor to correct. This
is true with all formats.
- CRLs digitization projects. James reported that
such projects are generally grant-funded because they
are extremely expensive. Both the Brazilian and the
South Asian projects provide free access to the materials
for everyone. Use of Brazilian speeches is heaviest
from Brazil, meaning that the project is giving back
to the country of origin.
- SEEMP and digitization. Digitization is included
in CRLs microform project guidelines. Non-roman
and lesser-used languages are a natural for CRL. If
SEEMP wants films, they can be made from digitized material.
SEEMP can be a guiding force in applying for grants
for such projects.
- Larry mentioned the American Council of Learned Societies
project to digitize major history texts. It was scheduled
for discussion in the Bibliography & Documentation
Committee meeting, so he didnt give details. See

LC-Russian State Library project to preserve of rare
and fragile materials. Mike Neubert (Library of Congress)
reported in absentia that LC has two cameras in RSL that
were formerly owned by the Department of Defense. They will
accommodate bound materials of modest size, but are not
suitable for filming large bound or unbound materials such
as newspapers. (The cameras were chosen by DoD, not LC.)
The two libraries now have a formal agreement of the "protocol"
type, describing in rough terms how LC will support the
project. LCs participation will be to buy the output
of the cameras. LC will designate certain subject or other
areas of interest, RSL will generate lists of possible materials
for filming, and LC will make selections from the list.
This is already being done. So far there has been a wide
variety of materials proposed by RSL: music, bound periodical
runs, books and manuscripts. SEEMP could participate in
this project. It could purchase some material that LC has
selected (LC is willing to give up some of what it selects
in favor of SEEMP). If camera capacity outruns LCs
interests, SEEMP could select subject areas itself. Or SEEMP
could even make selections of material for filming instead
of LC. This is still something of a "work in progress,"
but the important point is that there is the potential of
some SEEMP-directed filming using LCs cameras at RSL.
James said he would stay up-to-date on this project and
keep the membership informed.
New project proposals:
There were no proposals to discuss.
General microfilming issue: it is very difficult to
determine what has actually been filmed and what hasnt.
The University of Illinois at Urbana-Champaign (UIUC) has
ongoing subscriptions to newspapers from Romania. They have
so far made no active preservation efforts for these materials,
because there are microfilms listed for them in Norman Rosss
catalog. But have they actually been filmed? Allan reports
a different stage of the problem with some Bulgarian newspapers.
Libraries have promised to send Norman Ross issues of the
papers, but he cant get them to deliver. Berkeley
has one of the titles, and will ship them to Ross. The company
has permission to film the papers already. UIUC has thrown
out issues of newspapers because theyre in Rosss
catalog. Maybe he could have used those issues to make films.
Ross needs to publicize which newspapers he has rights to
film but cant get issues for. East View is currently
filming the Bulgarian newspaper Demokratsiia in Moscow.
Janet remarked that we need a registry of what is being
filmed. Nina suggested that we also need a registry of what
we have and could film. Mary told the group that the University
of Toronto has a list of newspapers they subscribe to on
their website, as well as a booklet. James said what we
need is an information-sharing site. Would vendors submit
information to it? Mike Biggins reported that both the East
Coast Consortium of Slavic Library Collections and the Pacific
Coast Slavic and East European Library Consortium (PACSLAV)
have newspaper lists. (The East Coast list was not quite
ready.) CRL can make links to these. Joe said that the Library
of Congress has a master list of films in progress. An information-sharing
page including information like this would be useful for
coming up with projects.
East View is not willing to put information on the web
saying what stage filming is at for different titles, but
they are glad to answer questions from libraries.
EROMM (European Registry of Microform Masters) should be
consulted, too, when looking for existing films. Its website:
<http://www.brzn.de/eromm/>.
It is not accessible to commercial firms, but it is to libraries.
Do SEEMPs proposal guidelines include checking with
vendors for existing films? EUROMM and other such sites
should be included, too. See the Area Studies Council of

sources to consult.
Material that could be filmed:
Berkeley and UCLA are interested in filming Mezhdunarodnaia
evreiskaia gazeta from the 1990s. They can submit a
proposal to SEEMP.
Dima had a meeting with Russian librarians at the Crimea
Conference. Galina Kislovskaia had sent an e-mail to Russian
libraries asking them to make lists of what they have that
needs preservation. The list would then go to East View
to put on the web, so that Western libraries could choose.
Galia got only one response. She isnt willing to push
the issue, because she doesnt want to be seen as working
for East View.
CRL is getting the Comintern Archive. This is a good
illustration that it is not the case that vendors will not
sell to CRL. SEEMP can propose purchases to CRL.
