Business Meeting Minutes

Minutes of the Meeting

  1. Correction of Minutes

    There were no corrections reported and the minutes were passed.

  2. CRL Financial Statement

    Marlys Rudeen presented the financial statement.

    All revenues shown are from member contributions. Commitments: Philippine newspapers are not included: probably about $1,300. Also $3,000 was awarded for the Philippine election returns project.

  3. Old Business
    • Philippine Documentation Center National Democratic Front newspapers

      Berkeley has run out of money and its status is uncertain. According to Virginia Shih a bibliography is to be produced.

    • Visayan Daily Star (1982-1994)

      Filming is being proposed by Carol Mitchell.

      Issues have been shipped to Ateneo de Manila. 3 other papers covering a period from 1932 on will be included in the proposal. Carol will put together a proposal which will include cost estimates for the original set of papers and for filming the four titles.

    • Viet Nam Project

      Judith Henchy reported on the SEAM trip to Viet Nam.

      The camera at the General Science Library in HCM has been repaired by the micrographics consultant Bob Mottice. Some of the equipment arrived in Ha Noi in time for Bob Mottice to carry out a 7-day workshop at the National Library.

      The small portable camera which was used for training has been left at Hoi An to film steles and an attempt will be made to film some gia pha.

      [The agreement to film at the National Library has run into some difficulties. The Vietnamese refuse to allow either archival masters or print masters to reside in the U. S. The U. S. would get only a positive, which is not our preferred position.]

      The General Sciences Library in Ho Chi Minh City is considering filming South Vietnamese newspapers published 1954-1975 and provincial newspapers. Hanoi was to start filming with the resistance zone materials (1946-1954) and early quoc ngu not in Paris.

      [Recent developments indicate that SEAM will receive a positive copy of materials filmed in Hanoi, including quoc ngu serials. The proposal to film Resistance Zone materials was not allowed by the Ministry of Culture, and alternative materials have been selected. Filming has taken place in Hoi An, but no report as to when these films might be shipped.]

    • Lande Philippines election returns

      Charlie Bryant reported that the Project has been put off. It was supposed to have been funded out of the Luce preservation budget. The Associate University Librarian for Collection Development has questioned the project and its future is uncertain.

      The University of Michigan and University of Washington also have materials which might be included; however, there is the problem of interleaving the other collections and finding the staff time to do it. Also Lande wants his materials back.

      It was decided to use a subvention of SEAM funds, rather than relying on the uncertain Luce money. It is hoped that the project will be restarted after Lande finishes his book.

      [Charlie reports that the materials in hand have now been filmed, although Lande promises that further materials for a later period will also be made available. A written report will be submitted to the SEAM meeting in Hawaii.]

    • Report on Indonesia Ford Projects

      Jennifer Lindsay has replaced Alan Feinstein in Indonesia. The Chair had written requesting information on the status of the ongoing projects in Indonesia, but no report was forthcoming at the time.

  4. New Business

    It was agreed to fiche Myra Siddharta's collection of peranakan literature through LC Jakarta. These had been considered as additions to the Colloquial Malay Project.

    Susan and Kohar talked about Cebuano newsletters. Newsprint weeklies, which are important for popular culture? [Any follow up on this?]

    Kohar will write something up about Liwayway (Philippines).

    Will Tuchrello will check on older Cambodian papers in need of filming when he travels there in the near future. This will presumably be those held at the National Library.

  5. Report of activities of Area Studies Microform Project Council

    The members of the Cooperative Microforms Council met with the CRL Collection Development Council and then with two representatives from the Library of Congress Collection Development Office: Margaret Whitlock and Bill Sittig.

    Concern was expressed that LC is canceling and ceasing to film newspapers without any consultation with appropriate groups of scholars or librarians. In this case some groups, like CONSALD has been informed before cancellations, but no such consultation has taken place with CORMOSEA. It was agreed that LC should ensure that a representative is sent to all area meetings to ensure that communications do not break down in this way.

    Since the closure of the University of Chicago's filming unit, CRL will do its filming through MAPS, now Preservation Resources.

    Marlys reported that CRL would like to add 2-3 SEA newspaper titles to its filming projects, and an ad hoc sub-committee was established to determine a list. [Titles were finally agreed upon by this committee and submitted to Marlys: Lampung Post, Sriwijaya Post & Manuntung.]

    There was discussion of a proposal to establish mechanisms to cooperatively acquire expensive film by CRL which had been brought up at the Cooperative Council Meeting.

  6. CRL expensive purchase request suggestions: The following titles were on the table for consideration, but time did not permit discussion:

    Legal Documentation Center of the Law Faculty, University of Indonesia
    Fonds Indochinois from Bibliothque Nationale

    [Carol Mitchell has subsequently reaffirmed her interest in the Legal Documentation Center materials, and it will be considered again for request in September 1996.]
