A. Introductions and New Representatives: Hao
Phan is the new representative from UCLA. James Armstrong
is the new head of the LC-Jakarta office, though he has
been stationed in DC the past several months.
B. Approval of minutes: The minutes from
2002 were approved without correction.
C. Election of SEAM executive committee:
Susan Go called for nominations for the open at-large position
on the Executive Committee. Jeffrey Ferrier was re-elected
for a 3-year term.
D. Financial Report (Simon): SEAM’s
account balance at the beginning of FY2002 was $61,146.87.
Revenues in 2002 were $14,614.50 and expenditures were $5,487.97.
In the current fiscal year, revenues are $15,785.50 and
expenses to date are $10,504. Current commitments are $33,770
leaving available funds in the amount of $41,785 for consideration
of new projects.
Since the last meeting, SEAM has received the film for
the Indonesian Political Tabloids and a number of newspapers
filmed at Cornell, CRL has been cataloging much of SEAM’s
backlog, and a list of new receipts and cataloged items
was distributed. Only materials in non-roman languages remain
to be cataloged.
E. Continuing SEAM Projects
1. SEAM/Luce Project (Henchy)
The project continues slowly. With changes at the National
Library, the filming facilities were moved to a new building
(which according to SEAM members is impressive.) Project
funds assisted this transition.
A formal agreement has been signed between SEAM and the
National Library that will facilitate the transport of project
goods and material. However, a misunderstanding led to a
pause in filming while the agreement was worked out. The
filming is back on schedule, and the library has agreed
to continue filming materials in line with original parameters
– early quoc ngu serials covering 1910-45. There is
also a tentative agreement to move towards later serials
(1945-1954).
An extension of the project was negotiated, wherein the
project would direct $12,000 to address infrastructure needs
of the National Library (air conditioner, microfilm reader/printer).
John Dean may help acquire a reconditioned reader/printer.
Since the Han Nom institute and the Generals Sciences Library
all have cameras, Judith was encouraging the various institutions
to get similar equipment to ease service contracts in country.
We might also discuss a more modern reader/scanner -- Dr.
Ching-chih Chen at Simmons (affiliated with the Universal
Library project) may be interested in digitizing from film.
However, a reader/scanner is better suited for use purposes,
not archival quality digitization.
Susan asked that Judith report back on decisions made after
she talks to John Dean (before June). Virginia Shih is going
to Vietnam in June [note: this trip did not take place],
Yati Barnard in July: these SEAM members may be able to
assist with follow-on recommendations or activities.
Storage conditions for film at the library are poor. A
fire three years ago damaged many films (not ours), and
a separate area designed for films was compromised. Judith
is trying to encourage the library to create an insulated
area for the films. Or, as an alternative, she proposed
storing the negatives at the national film archive [film
institute in Hanoi.]
Gerard Sasges, a grad student in Vietnam, is acting as
project manager. He is currently in France.
2. Cornell Newspaper filming. (Riedy)
Allen Riedy distributed a report on titles filmed under
the project, titles currently in process, and items in storage
or otherwise not yet ready for filming. The list of filmed
titles closely mirrors the SEAM Received report. There are
several papers currently at the filmer, from Cambodia, Laos,
Indonesia, and Vietnam. 13 titles are in some stage of preparation.
Allen specifically brought to the committee’s attention
the “Vietnam Press” in English, French, and
Vietnamese editions. This bulletin was put out 1950’s-70’s
and comprise a daily (or semi-daily) record of events occurring
in Vietnam. The four language editions all appear to have
varying content. An incomplete run of the Vietnam Press
in English was filmed already (in late 70’s). Cornell
proposes filming gaps in the English edition and preserving
the full run of the Vietnamese language edition (1962-1973).
The Vietnamese edition, Viet Nam Thong Tan Xa, would take
up 270 reels.
In addition, Cornell holds special reports and radio reports,
plus scattered issues of the Chinese-language edition of
the press. They have collated most of the material. The
set of materials will likely cost $50-$75,000 to film. Cornell
was not seeking these funds at this time, however. The SEAM
committee felt these materials were valuable and should
be preserved. Members suggested that some of the material
(beginning first on English language material) be folded
into Cornell’s current newspaper filming project.
James Simon will investigate the budget to see whether approved
funds can be forwarded in advance of the planned distribution.
3. Yale / Documentation Center of Cambodia cooperative
microfilming project (Richie)
Rich Richie distributed a budget progress report. As the
project has approximately $3769 left, Yale will soon be
requesting the additional $10,000 approved by SEAM. Yale
has spent funds on salary for camera operators and assistants,
indirect expenses, and film stock and reel duplication.
Since the center has been filming only sporadically, Yale
has suggested they use their two cameras to get back up
to speed. The projected budget for the project is approximately
$24,000.
The work done to date includes the Lon Nol dossiers (53
reels) and part of the “D Collection” (which
includes some of the Tuol Sleng and Vietnamese documents).
Work remaining includes most of the Tuol Sleng collection,
Anlong Veng, Vietnamese documents, and the Renakse Collection.
Yale will finish the duplication of the remaining 32 reels
of the Santebal collection and send to SEAM.
The filmers are keeping logbooks of the contents of each
reel. Rich will examine, and hopes to create a viable finding
aid from these books (including a general description and
index). This may take time, as the logbooks are hand-written
notes.
4. Indonesian Political Tabloids (Simon)
CRL completed the collation and filming of the Indonesian
political tabloids (which actually includes tabloids, broadsheets,
journals and newsletters). The collection contains over
340 titles, some in extensive runs, on 41 reels of film.
CRL has created a set record for the collection, but SEAM
might wish to consider expending the energy to catalog the
titles individually (preliminary records exist for most
titles at Cornell). One option is to use multiple “246”
fields in the record to provide a searchable list of titles,
but this would de-couple important information such as issuing
body, etc. The consensus of the committee was to pursue
cataloging records for all titles. James will pursue this,
and will mount a title list on the Web site.
5. Cambodian Election Materials, 1992-93 (Heder
project) (Henchy)
Judith reported progress on this long-standing project.
These Cambodian election materials are, in part, politically
contentious, and Dr. Steve Heder (SOAS) was initially hesitant
about releasing them. The material covers the work of the
United Nations Transitional Authority in Cambodia (UNTAC)
leading up to the 1993 elections. Judith went to London
and arranged to get the material to a microfilmer. These
materials will soon be filmed, with a brief finding aid
derived from a listing of file folder headings.
6. Philippine Election Material (Lande project)
(Go)
Paul Hutchcroft (Univ. Wisconsin) assisted in determining
the amount of material to be filmed from Karl Lande’s
collection of Philippine election material spanning 1930-1990.
The material, collated by the Institute for Popular Democracy,
numbers 10,284 sheets of material and differs from the material
filmed previously at Yale (owned by SEAM) and the University
of Washington. Hutchcroft will contact Ateneo de Manila
to film the material (SEAM estimated the collection would
cost no more than $4000 to film. [Larry Ashmun was not able
to attend to report on the comparison to Wisconsin’s
holdings]
7. Tribune (Manila, Philippines) (Simon)
Following up on last year’s discussion, the film of
the Tribune (Manila, Philippines) offered from Lopez Museum
in Manila was not acquired due to the board of the museum’s
hesitation to release the material. The museum will approach
the new director soon, and Simon and Go will continue to
pursue acquisition of 1925-1930.
8. CPAR Agrarian Reform Documents (Go)
Susan helped facilitate the release of these materials from
the government agency. Filmed by Ateneo. ANU had discovered
these documents. SEAM has placed an order ($1317) and is
awaiting receipt.
F. New proposals
1. Radar Bogor (Go).
This broadsheet newspaper is a radical / liberal paper that
sprouted during the elections that brought Gus Dur to power.
The local title from Bogor does not have wide circulation
and has not been collected extensively in the U.S. Susan
proposed filming 2000-2002, as well as filming prospectively
on an annual basis. Costs would be $5,963 for the backfile
and $3,000 (est.) per additional year. SEAM members were
cautious about committing indefinite funds for prospective
filming, given the limited funds available from year to
year. Lum suggested the proposal be split and consider a
limited period into the future.
2. Burmese Inscriptions from temples of Pagan (Lum)
Ray suggested a project to capture the inscriptions that
originally decorated the walls of temples in Pagan (a Unesco
World Heritage site) but are no longer extant (due to fading,
cracking, etc.). Hand-written transcriptions of these were
made and reside at the University Central Library in Rangoon.
These transcriptions number 4,000 pages. A student at Harvard
proposed that SEAM gain access to these papers and microfilm
them (either on-site or by transporting copies to another
location). SEAM members suggested we might also consider
scanning or capturing digitally – could a portable
digital camera be sent? Susan Go will explore access and
filming possibilities.
Allen Riedy suggested that the University Central Library
also has a lot of Burmese newspapers. We should attempt
to film.
3. Southeast Asian radio transcriptions and newspaper
publications (Badgeley/Henchy)
Simon revived this proposal submitted last year. SEAM members
will need to review their holdings, and Simon will send
a reminder via the list.

H. Other Reports
1. CRL report. (Simon)
CRL is redesigning its Web site and will feature enhanced
pages for the Area Studies projects. Members were encouraged
to share SEAM information with their faculty and patrons.
CRL is looking at models of international membership and
the resulting need to deliver materials digitally.
2. Preservation initiatives
a. Cornell Newspapers (Argazali): Shintia
presented a list of titles available at Cornell for filming.
– titles on the list may not have complete holdings
info. They are considering submitting a proposal to NEH,
and are looking into a joint proposal with other libraries
(and SEAM?) to film these titles. Harvard expressed tentative
interest in joint filming of Vietnamese newspapers. University
of Michigan may be interested in titles from Thailand. Members
suggested Cornell look at the LC-Jakarta/New Delhi sites
to see what they are filming. Cornell might also consider
some of these titles for submission to ICON.
b. Cornell digitization project (Riedy): Allen
discussed Cornell’s IMLS grant to digitize early travel
narratives from SE Asia - approximately 400 monographs,
150 periodicals. These are mostly English language (some
French). They will also do high quality scans of 10,000
images. The material will be full-text searchable.
c. Harvard digitization project (Lum):
Ray distributed information on the Harvard-Yenching project
to catalog and digitize 5,000 photographs taken by Hedda
Morison (1908-1991). Harvard has internal grant program
to develop in house digital lab & repositories. A follow-on
grant was proposed to digitize material from China’s
western border regions. In addition, a collection of 1000
photographs of Chinese Muslims in 1920s will be digitized,
as well as collected broadsides and other material. The
materials are being cataloged and linked to the digital
records.
d. Michigan digitization project (Go): Susan
described an NEH-funded digitization project on the Philippines
– the Worcester photo collection. They have also digitized
approximately 3,000 titles from 1898-1940’s. These
have been indexed and will be mounted on the Web.
e. Political Web preservation project (Riedy/Simon):
Allen and James reviewed the CRL-coordinated project
funded by the Mellon foundation to explore the methodologies
and long-term implications of preserving Web sites in a
coordinated, curated fashion. Participants are selecting
politically oriented (non-governmental) Web sited from Southeast
Asia, Africa, Latin America, and Europe. Cornell has been
cataloging Web sites for years, and identified about 54
political Web sites. Cornell, through “Project Prism”,
is testing the “risk management” of Web sites
and Web preservation – factors such as servers, metadata,
changes over time and what is a risk of disappearing. Looking
at providing tools to determine whether to preserve, how
often, etc.
The project participants discussed issues of copyright.
It was decided that it would be appropriate to notify owners
that we are preserving their sites. If they object, we will
attempt to better describe the project and its importance.
If permission still is not granted, the project is looking
at the possibility of storing sites in a “dark archive,”
preserved, but not publicly accessible.
J. Other Business
1. Newspaper index digitization (Paynter):
In follow-up to last year’s discussion, Robyn and
spouse developed a simple Access database that could be
used as an electronic input tool for newspaper indexes.
The original idea of digitizing the indexes of Ateneo de
Manila and other Philippine institutions fell through because
the University had already developed this electronic index
(though the sample CD-ROM did not function on Susan’s
computer). Ateneo is considering mounting this product on
their Web site.
However, given the tools created, would it be of interest
to the group to explore this idea for a different group
of papers or other countries for partnership? Can we apply
the program to a different country other than the Philippines?
The committee expressed varying viewpoints on the matter,
but the overall theme was that this project might take time
to develop and require commitments of the already-overworked
members of SEAM. An external grant such as TICFIA might
be considered, so long as sufficient staff time is allocated
to the grant.

dedication, as a supporter of and contributor to SEAM;
and
Whereas, Dr. Doeppers has ceaselessly
promoted the use of SEAM’s collection to his colleagues
and students and has been a faithful user himself;
Therefore, be it resolved that the Southeast
Asia Microform Project, meeting in regular session on
the 26th of March, 2003, expresses its appreciation and
thanks to Dr. Daniel Doeppers for his enthusiastic and
unwavering support.
