Business Meeting Minutes

South Asia Microform Project
Friday, March 13, 1999, 7:00 p.m.
Boston Marriott Coply Place, Yarmouth Room

The meeting was called to order by Chairman James Nye.

Attending were: Usha Bhasker (NYPL), Merry Burlingham (Texas), James W. Gair (Cornell), Donald C. Johnson (Minnesota), Irene Joshi (Washington), Krishan Khera (Toronto), Catherine Lee (UCLA), David Magier (Columbia), Philip McEldowney (Virginia), Suzanne McMahon (Berkeley), James Nye (Chicago), Susan Rabe (CRL), James Simon (CRL), Allen Thrasher (LC), Milton Wolf (CRL).

Administrative and Executive Committee Reports

  • Jim Nye is chair of SAMP.  Other Executive Board members include Ray Lum of Harvard and David Gilmartin of North Carolina State University.  Jim will contact Rebecca Manring of Indiana regarding joining SAMP.
  • A correction was requested to the Minutes of 1998 meeting as follows: delete the phrase in parentheses in paragraph four under the heading "Administrative and Executive Committee Reports", line three-four.  The minutes were approved as amended.
  • Donald Johnson moved that SAMP wishes to acknowledge the efforts of Marlys Rudeen on behalf of SAMP.  This acknowledgment should be coordinated with the statements from the other microform projects.  Passed.
  • James Simon, Program Officer (Area Studies) for CRL, introduced himself and presented the financial statement.
  • Donald Johnson asked how long the associate status membership for University of North Carolina and North Carolina State University will last.  Three years is the maximum length for associate membership.  A letter needs to be sent informing them that this status will end and they need full membership to continue.  Appropriate faculty at these institutions should be contacted to assure their support.

Reports on current and pending activities

  • A Hirakawa camera has been purchased and will be shipped to the Urdu Research Library in Hyderabad.  Some New Delhi staff members will train the Urdu Library staff.   Donald Johnson visited the Urdu Library.  The staff is to be commended on their work in getting the library organized and keeping the books and premises clean.   Three thousand monographs will be filmed.  The OPAC will be coming soon.
  • Bibliographic control of the British Library's nineteenth-century tracts has produced catalogs which are available on the web via the SAMP web page and the SARAI microform page.  Records from the project will be uploaded to OCLC and SAMP will receive the cataloging credits.  The credits should amount to around $45,000 in 1999/2000.   This revenue should help pay for the student catalogers and the MIPP filing in New Delhi.
  • The Area Studies Council joins microform projects at CRL.  Minutes from the group are on the CRL web page.  The group includes Hans Rütimann of the Council on Library and Information Resources and Carolyn Brown from LC.  They meet yearly in the spring.   Milton Wolf of CRL is looking at ways for CRL to cooperate with the Council on Library and Information Resources to share costs on film storage.
  • Proposed increase in membership dues.  The proposed increase would be phased in over several years.  Ballots might go out shortly including a short note on the discussion.  Collections Development officers need notification of any increase (as indicated by the Collections & Services Advisory Panel of CRL to the Area Studies Council).  The proposed increase is to be $100 per year, phased in over the next three years.  The votes from individual institutions must include the signatures of both the bibliographer and the budget officer.
  • The SAMP brochure needs to be revised before being reprinted.  The Executive Committee will review the draft.
  • Jim will contact the Andhra Pradesh State Archives in June regarding the Kaifiats.
  • Harvard is interested in joining in on the Bene Israel publications filming, in addition to the Hebrew Union College-Jewish Institute of Religion in Cincinnati.
  • The Sukumar Sen Bengali manuscripts must remain at the Sen home.  The portable MIPP camera could be used for the filming.  It is a two week project.

New project proposals

  • An institution in the U.K. wishes to divest itself of duplicate copies of the official Publications of India to an institution willing to pay shipping costs.   Approximately 60% of the collection is unique, dating from 1840-1947.   The collection is ca. 17,000 vols. weighing ca. 9 tons. Shipping costs are estimated between $4,000-$6,000 from the U.K. to Chicago.  Perhaps CRL could split the costs with the University of Chicago.  The collection could be stored at Chicago.   The collection is not in scope for the CRL government publications collection.   Can LC help?  The expected costs include both the shipping and the eventual microfilming. Perhaps shipping directly to India could be preferred as the filming should take place there.  A subcommittee consisting of Jim Nye, Milton Wolf, Allen Thrasher and David Magier will explore alternatives.  Other partners might include the Kyoto Center or the Dutch IIAS.
  • Requests for the proposals to extend current holdings of CRL's South Asia newspapers need to be received by Susan Rabe before October when the ballots will go out to the general CRL membership.  The newspapers subcommittee consists of Jim Nye, Allen Thrasher and Irene Joshi.  They will investigate the possibilities.
  • Susan McMahon proposed a project to film the literary and women's journals of the 1920-1940's currently in the Marwari Library in Chandi Chowk in Delhi.  Parts of Sarasvati and Stri have been filmed but collating needs to be done in New Delhi to speed up the project.  Susan proposed releasing up to $400 allocated to the Ghadar project for collating these journals. New Delhi needs to be contacted regarding an estimate for the work.

Other business

  • Irene Joshi reported the University of Washington has purchased microfilm of Athenaeum, Madras. 1844-1861; April 1, 1878-December 1884; Calcutta courier, April 1832-March 1842; Indian public opinion and Punjab times, Lahore. March 1870-February 1877.   These papers not held at any reporting US library.  When the films are actually received she will inform CONSALD members.
  • Bay Microfilms has filmed the Economic and Political Weekly from 1980. The proposal to purchase was tabled.
