Chicago, Illinois
Friday, March 15, 1997, 6:30pm-8:30pm
Center for Research Libraries
In attendance: Narindar Aggarwal (Illinois), Lygia
Ballantyne (LC), Usha Bhasker (NYPL), Merry Burlingham (Texas),
Donald Johnson (Minnesota), Irene Joshi (Washington), Ved
Kayastha (Cornell), Catherine Lee (UCLA), Raymond Lum (Harvard),
David Magier (Columbia), Avinash Maheshwary (Duke), Philip
McEldowney (Virginia), Suzanne McMahon (Berkeley), Carol
Mitchell (Wisconsin), James Nye (Chicago, Chair), Marlys
Rudeen (CRL), Gurnek Singh (Syracuse), Allen Thrasher (LC),
Lynette Wageman (Hawaii).
- The 1996 minutes were reviewed and approved.
- Executive Committee and Administrative Reports
- Rudeen presented the financial statement for the project,
a summary of acquisitions during the past year, and a
statement of current obligations. A copy is attached to
the official minutes.
- CRL has brought up a Web site for SAMP. Rudeen described
the information on the site and the organizing principles.
There will be lists of ordered and received titles that
are not yet processed, reel guides to microform sets,
and other finding aids.
- Joshi and Rudeen reviewed progress on preparation of
a new brochure for SAMP. The text is revised and a layout
artist will be engaged by CRL to re-design the graphic
elements. Suggestions for appropriate graphics were solicited
from the membership. They should be contributed by the
end of April.
- Johnson suggested that mailing be prepared linked to
30th anniversary of SAMP and 50th anniversary of independence
in South Asia. This should go to CRL membership, libraries
in South Asia, AAS members with South Asia interests,
the Madison South Asia conference mailing list, and embassies
of relevant countries. A press release to the U.S. and
South Asian press would also be appropriate.
Report of the Chair
- No new microfilming of nineteenth-century books at
British Library has taken place since the conclusion of
our last NEH grant for Hindustani publications. Given
the criticism from NEH reviewers that prices for microfilming
at the British Library are too high, it seems wise to
reconsider the approach previously taken. It may be wise
to arrange for microfilming the remaining nineteenth-century
Hindustani titles listed in the India Office Library catalog
from copies in India or Pakistan, if that can be arranged.
In the meanwhile, a graduate student at Chicago, fluent
in Panjabi and Urdu, is completing authority work for
the nineteenth-century Panjabi "tracts" filmed
at the India Office during 1986-1989 and reviewing the
cataloging records in preparation for loading to OCLC
and the CRL opac. He is also preparing the cataloging
records for the Dastans microfilmed in the 1980s.
- The proposal approved by the membership last year resulted
in a grant of $10,000 from American Institute of Pakistan
Studies for microfilming in Pakistan. We have not yet
worked out the logistics of setting up a camera and commencing
filming.
- A newspaper symposium will be held in May, sponsored
by CRL.
- The Chair proposed an increase in SAMP membership fees
over three years. After considerable discussion, the membership
suggested first approaching the Area Studies Council and
CRL administration for more information about the recommended
procedures and then forming a sub-committee to investigate
the rationale, amount of increase, and approach to be
taken. Burlingham, Lum, and Nye were appointed to the
sub-committee. Increases of $50 per year for five years
were thought by some to be in the range of acceptable
by many members.
Reports on Current Projects
- Rabe announced that the purchase proposal to CRL membership
for Colombo Overland Observer was approved.
- Rudeen reported on projects currently in production
-- three large containers holding Kaiser-i Hind were received
from the Redlands Library, microfilm was prepared for
some volumes of the Economic and Political Weekly while
some volumes have been filmed by a commercial firm and
will be purchased, some of Peace Review will be filmed
next year, and Crime in India volumes will be sought within
the U.S. for preservation filming.
- Nye described a conversation with editorial staff at
the Economic and Political Weekly. They will be pleased
to permit distribution of their publication as microfilmed
by CRL in exchange for a royalty payment.
- Nye suggested rationalizing "pending projects"
to release encumbered resources.
- No newspapers were purchased from the Nehru Memorial
Museum and Library. The reason is that the prices charged
by the Nehru are almost 50% higher for non-Indian sales
than those charged by the British Library. A Nehru official
suggested that SAMP might arrange to purchase two sets
of film it needs via an Indian institution, leaving a
copy with the participating Indian institution at no charge.
Since the cost of film for Indian institutions is closer
to cost-recovery prices, this will allow for acquisition
of titles at a lower expense to SAMP and increase access
to the titles in India via the collaborating institution.
The Central Secretariat Library has expressed interest
in such an arrangement.
- Ballantyne and Nye reported on the Microfilming of Indian
Publications Project. Microfilming has proceeded according
to the schedule stated in our proposal to NEH. Efficiencies
in operation have allowed for a one-year extension of
the project to microfilm approximately 3,500 titles more
than were originally thought possible under the grant.
A searchable database containing the contents of The National Bibliography
of Indian Literature. It will be linked to the new
SAMP web page.
- McMahon announced that based on a page count of the
Gadar Party collection, she expects that the microfilming
will cost approximately $700.
- Joshi discussed the state of microfilming project involving
the Bene Israel publications. Based on communications
from Harvard, it appears that the Hebraica collection
may have significant holdings as well. Nye will contact
Mr. Berlin at Harvard to find out more about the Harvard
holdings and whether any have already been filmed.
- Magier suggested that the membership cease its project
of searching for Fort Williams College publications. The
funds will be unencumbered.
- Nye reported that there was no progress on microfilm
serials at the Forbes Gujarati Sabha.
- Nye reported that negotiations with the University of
Bombay for location of a SAMP camera on campus are moving
forward well.
- Nye reported that Prof. Shamsur Rahman Faruqi will allow
filming of his personal copy of the last missing volume
in the Dastan-i Amir Hanza.
New Projects
- Nye proposed arranging for filming of Selections from
the Native Press, Madras to fill in around Madison's 1877-1921
holdings. This was approved by the membership.
- Nye proposed exploring a relationship with Jamia Millia
Islamia for microfilming their journals, newspapers, and
manuscripts on a selective basis. There was a general
expression of interest by the membership.
- Velcheru Narayana Rao has proposed that SAMP acquire
a film copy of the Kaifiats at the Andhra Pradesh State
Archives. They are already microfilmed and a copy can
be acquired for about $1,000. The proposal was approved.
Other New Business
Johnson suggested that CRL arrange for a booth at next
AAS meeting with information about SAMP, SEAM, and CRL.
