Business Meeting Minutes

Attendees:

In the absence of Mary Rader, Bronwen Bledsoe chaired the meeting.

A. Introductions:

Edward Miner was introduced as the new Iowa representative, and Rajwant Chilana as the new representative of UIUC.

B. Executive Committee Elections:

The nominating committee presented the list of nominees for 1 librarian and 1 faculty representative. Donald Clay Johnson (Minnesota) was elected to the Executive Committee, and Sumit Guha (Brown Univ.) was elected as faculty representative. The committee thanked Mary Rader and Rebecca Manring for their extraordinary service.

Minutes were approved without correction.

C. Reports

  1. Report of the Chair: The number of SAMP projects and proposals has increased in the past year, an encouraging sign. Unfortunately, the resources coming into SAMP have remained static. We need to think about alternative sources of revenue. One possibility is raising dues. Another is increasing membership
    • Don Johnson suggested that a number of Canadian institutions have been producing valuable research on South Asia. U. Alberta, Calgary, Saskatchewan, Montreal, and others might be interested in membership. Rajwant added that the Shastri Institute programs in Canada are cooperative programs that acquire materials and provide funds for studies, fellows. Additional possibilities might include European membership, or within Australia & New Zealand. What about institutions within South Asia (through associate membership, in-kind donations?). CRL is examining the issues with international membership and the type of services we might economically and realistically provide (electronic delivery instead of international shipping, for example).
    • Simon suggested that CAMP uses the position of Past Chair to help pursue membership opportunities. The committee agreed this might be a useful endeavor, with a sub-committee charged with expanding the membership base over the year. Don Johnson and Jim Nye agreed to assist.
  2. SAMP Report (Budget and Receipts): James Simon presented the budget of SAMP. For FY02, Revenues were $18,775 and Expenses were $16,421 (of which, $14,546 were for library acquisitions). In FY03, Revenues are $17,742 and expenses to date are $5,490. Commitments in the amount of $34,295 leaves $5,391 in consideration of new projects (with new membership fees due in July). SAMP was given the target of $17,000 as an estimate of available funds to consider for projects.
    • New receipts include the Nepali newspapers from the Madan Puraskar Pustakalaya, “Brittle Bangladeshi Books,” and the journal Shab Khun (see below). CRL catalogers have worked towards eliminating the backlog of SAMP material, including cataloging the Archaeological Survey of India reports and the “Government of India, miscellaneous publications” set. See attached list for details.

D. Updates on Approved Projects

  1. Bene Israel titles (Nye) – As this project has seen no development, the committee agreed to release the funds, with the provision that it could be resubmitted at a later date if deemed appropriate.
  2. Brittle Bangladeshi Books (Simon) – This collection of 41 Bengali language books (primarily published in Calcutta) has been preserved and fully cataloged. Preliminary records were created at U. Chicago. The materials concern religious and story literature and contain poetry, religious instruction, and romantic tales.
  3. Dastan-I Amir Hamzah (Nye) – the film set is complete, though there were some flaws in the original filming. The film is at Chicago, and bibliographic records are ready to load. We need yet to replace images on a few reels. Hope to complete very soon.
  4. Eelakesari (Bhasker) – This proposal was approved conditionally last year. Bhasker reports that NYPL has it on film (1932-June 1, 1958). Nye would like to see if there are complementary holdings in Sri Lanka and to examine some test films. Jim will try to get early years. Allen Thrasher reported that LC filmed complete runs of four Tamil newspapers. He will provide information on what titles were filmed (copies were provided to Jaffna Public Library in Sri Lanka), and if Eelakesari was one of them.
    • Nye related that the Jaffna Public Library has reopened, and that they are working on acquiring relevant materials. Should SAMP try to provide? Allen, Carol think they have it, and that LC is working on it.
  5. Kenneth Jones serials (Bledsoe) – These materials, approved last year, are ready for filming. Catalog records are being prepared. Titles will include Dayalbagh Herald [1935-37], Abhira Samacara [1913-15, 1923-24], Sarasvata Sandesa [1929, 1937-38], Sarvadeshak Sud Samacara [1939-42, 1945-49].
  6. Library of Congress fiche (Simon) – there were no receipts over the past year, though LC is beginning to offer copies again. However, prices have risen from $1.30 to $3.00. This may impact how SAMP might acquire this material. The agreement with CRL is that CRL would acquire current serials being filmed, SAMP would acquire monographs. Carol Mitchell suggested that New Delhi can estimate how many sheets would be made.
  7. Nepali newspapers from MPP (Simon) – SAMP has fully cataloged the first 24 reels received from this project, and has received the second shipment of materials that include 9 titles on 20 reels (currently in the process of cataloging). This collaboration has been very successful and is a symbol of cross-border cooperation.
  8. Official Publications of India (Nye) – The opportunity to acquire duplicates of official publications is still a complicated issue. Nye hopes to visit the U.K. in the summer to conclude arrangements. $5,000 is set aside to pay for transportation of material to the US – a collection assessment will help determine preservation & distribution priorities.
  9. Rahbar-I-Dakan (Nye) - A run of this Urdu daily newspaper (1920-1948) is available in Hyderabad. SAMP has portable camera to work on this, but because of the work involved with the flood recovery in the region, this project has not yet begun.
  10. Shab khun (Simon) – this Urdu literary journal has been filmed in a complete run from 1966-2000.

E. New Proposals.

  1. Nepali Newspapers from the Madan Puraskar Pustakalaya, phase III (Magier).
    This proposal continues to address the original corpus of microfilmed materials at the MPP, with the proposal of an additional 25 reels. Titles and dates include:

    Utthan (1947-1948),

    The proposal continues to provide a fee to the MPP to continue their filming efforts.
    The committee agreed the proposal was worthwhile, and that continuing to receive Nepali materials is desirable. Members suggested that RMRL undertake an assessment of the quality of the original negatives at the time of duplication. Also, how long might this project last? How many reels were available at the beginning, how many have been created since?
  2. Land Settlement reports (Simon).
    This proposal to acquire missing land settlement reports from the British Library was approved, but unfunded, last year. Don Johnson reported that Minnesota’s law library has an extensive set of uncataloged land settlement reports. If necessary, Don could try to pursue to see if they can fill in gaps. SAMP might be able to support students to sort and create lists. In exchange, SAMP may be able to provide Minnesota with catalog records for the material. This proposal was tabled until Minnesota can report on holdings.
  3. Indian Review 1900-1953 (Rader)
    The proposal submitted last year was delayed because IDC has already filmed Indian Review on fiche from 1900-1953 (972 fiche). Would SAMP like to acquire this resource? As is SAMP’s standard practice, if a loaning library has a copy, SAMP would not buy. NYPL has print form, so this proposal was denied.
  4. Center for the Study of the Social Sciences, Calcutta (Magier)
    David Magier submitted a proposal to produce duplicate microfilm of the Hitesranjan Sanyal Memorial Collection at CSSSC. This proposal relates closely to the work done by Rebecca Manring and Bronwen Bledsoe in identifying worthwhile Bengali periodicals at CSSSC to acquire. At the time, SAMP recommended a film exchange with CSSSC, but it turns out that the institution has greater needs - duplicates of their own film so that the master negatives do not get used by researchers.
    The proposal called for 5 copies of the film to be made at RMRL (a copy of a master neg. to be held in the US, 2 duplicate negs and positive use copies for SAMP and CSSSC). The total cost was estimated at $74,650. As SAMP cannot afford the entire project, Simon suggested that SAMP explore cooperative partnerships with interested institutions to help fund the duplication of the multiple copies. For instance, for $50 per reel, an institution (like LC, British Library, Tokyo University of Foreign Studies?) can receive a positive copy and, in the process, fund the duplication of an additional negative for preservation purposes.
    1. Some discussion ensued:
    • Would the Ford Foundation be interested in assisting? Possibly, but it would be a difficult case to make.
    • Would the American Institute of Bangladesh Studies be interested in assisting? Do they have funds?
    • Could we line up "subscriptions" in advance to help provide needed funds?
    • Should these be offered to other institutions in the region at a special rate? Would CSSSC be interested in sharing more widely?
    • How could we prioritize the material for duplication? None of the Bangiya Sahitya Parishat (BSP) collection seems to be held in the U.S.
    1. The committee agreed that an assessment of risk for the materials should be undertaken as the first priority. LC-New Delhi volunteered to perform a QC assessment of the negatives in New Delhi, based on use. A suggestion was made that those titles listed in major bibliographic guides (e.g. "A History of Indian literature." ; New Delhi : Sahitya Akademi, 1991- ; Ed. Sisir Kumar Das) may be prone to more use and could be the basis for our tests. Following the assessment, SAMP could act on a priority basis to duplicate materials for CSSSC.
    2. Based on the limited funds available, the committee also felt it may be necessary at this point to make a minimum number of copies until additional funds can be secured: a master negative for the U.S., a use copy for the CSSSC. Would Partha Chatterjee be amenable to this arrangement?
    3. Bronwen asked which institutions received duplicate negatives of the collection. If the masters are damaged, have other institutions seen use of their own reels?
  5. Newspaper titles held by BL (Nye) - an earlier committee made suggestions of titles to acquire. His this been forgotten? These might be considered for SAMP acquisition or for CRL purchase proposals. Need to revisit this list.

F. Pending/Developing Proposals

  1. SAMP Cooperation / film exchanges
    1. Nehru Memorial Museum: Mary Rader compiled a list of titles available from Nehru Memorial that SAMP may be interested in acquiring on a one-to-one exchange. She assessed those that filled in gaps of previously held material, and titles that SAMP and its members do not own. Allen Thrasher, Jim Nye, and Rajwant Chilana volunteered to examine the list and suggest a number of titles to pursue. Mary/James will follow up on this…
    2. National College of Arts in Lahore: Mary was in contact with Dr. Nadeem Omar from the NCA, but has had no recent contact. No action; the committee recommended we remove this project from active consideration (bring it up again in the future should developments occur).
    3. National Library: Sumit Ganguly traveled to India, but was not able to meet with director. No action. Continuity of leadership is very unstable (changes every 1-2 years). Members felt that we should continue to pursue, even though it is a difficult institution to penetrate. Rajwant suggested we might also contact the National Social Science Document Center (NESDOC). They have good collection of dissertations as well as microfilm. The administration is more stable, and they might be interested in collaboration.
  2. Urdu newspapers from independence period. (Rader) -
    Mary generated a short list from Mette’s union list of Urdu newspapers from the independence period, of which SAMP is deficient. These may take time in locating copies to film. Jim Nye agreed to review the list and make suggestions and filming possibilities.
  3. Itihasa Samgraha – this is likely the same item brought up last year (Kavyetihasa Samgraha) that Chicago decided to purchase. Drop. [ed. note - subsequent correspondence with Dr. Guha indicates these are two different serials - Kavyetihasa Samgrha was published 1877-1885 edited by K.N. Sane ; Itihasa Samgraha approximately 1907-1915, irregularly, ed. Dattatreya Balvant Parasnis.…]
  4. Ranayana (Rumour) - Philip McEldowney suggested that an anthropologist has 10 years of the weekly Sinhalese newspaper that he is willing to let use for filming. Do SAMP/others hold this title? Can we work this up? James will follow up with Philip.
  5. Material from Bihar Research Society - Philip McEldowney suggested that this organization (founded 1918) is rumored to be selling its materials due to funding difficulties. They have Sanskrit, Pali, and other materials. LC-New Delhi will get more information. Also, perhaps LC can look into the Khuda Bakhsh library in Patna. They seem to be another eminent organization that is, by contrast, well funded. They report to the Secretary of Culture and are thus favored with a large budget. This institution was named as part of program for manuscript preservation. LC is reportedly in contact with this institution.
