South Asia Microform Project (SAMP)

Business Meeting Minutes

Friday, March 10, 2000, 7:00 p.m.
Town & Country Resort, San Diego, California

Attending:

The Meeting was called to order by the Chair Raymond Lum.

A. Introductions:

  • Ray announced that Emory University has joined SAMP and introduced Tim Bryson as its representative. Both the University of North Carolina and N.C. State have agreed to join as full members. SAMP welcomes these new members to the group.

B. Review of Minutes:

The minutes of the SAMP 1999 Business Meeting were approved.

C.  Elections:

As nobody volunteered to serve on a nominating committee prior to the meeting, Ray asked that two volunteers be selected at the business meeting to solicit one librarian and one faculty representative to serve on the Executive Committee. Allen Thrasher and Alan Grosenheider volunteered to serve as the nominating committee.

D. CRL Financial Statement and Update:

James Simon presented the budget and recent receipts of SAMP. FY99 fund balance ended up at $6,825.15. FY00 revenues minus expenses and commitments leave $4,167.66 to commit to new projects.

E. Report of the Chair:

Ray pointed out to the membership that the Web page has been updated with the status of recent SAMP projects and proposals. This page will be updated as changes occur. Completed projects and ones tabled by the membership will be kept in an "archive" section so that they are not forgotten. The page will list dates approved and contact points so that we can be sure who is handling any given project.

  1. Microfilming of Indian Publications Project (MIPP):
    • (Jim Nye) – The Government of India decided unilaterally to withdraw its commitment to this bilateral agreement. The project is effectively concluded.
    • However, the Library of Congress has committed to continue filming books from the National Bibliography of Indian Literature (NBIL), at least temporarily. Perhaps activities can be taken over by the [proposed] Center for South Asian Libraries, a non-profit overseas research center. The Secretary for Culture has indicated that the Library of Congress should not film any more without prior permission.
    • The issue is not "dead" yet. The Steering Committee for MIPP is strongly committed to the project and has sent a letter of concern to the Secretary for Culture (copied to Lygia Ballantyne of LC-New Delhi). Ambassador Richard Celeste brought this up with the Minister of Finance, who was sympathetic. It is hopeful that Clinton will raise the issue in his visit to India later in March.
    • As reported by Carol Mitchell at the CONSALD meeting, the government of India has stated that it would continue the project on its own. Should SAMP offer to purchase film, if it were done up to standards? As a test of commercial filmers demonstrated that none of them could meet U.S. standards, the quality of the film would be a serious issue.
    • So far, MIPP has filmed approximately 24,000 of the 55,000 books in the NBIL. SAMP voted to submit a letter to the Government of India expressing its own concern for the suspension of the project (to be drafted by Jim Nye). SAMP will copy the U.S. Ambassador and other officials in New Delhi.
  2. Digital South Asia Library (DSAL):
    • (David Magier) – This item was covered in the CONSALD meeting, so was not discussed at SAMP.
  3. Reports on Current Projects:
  4. Bene Israel Titles:
    1. Irene Joshi is retiring soon, so this project needs a new contact person. Jim Nye volunteered to look at the holdings of the Hebrew Jewish College, Harvard, and the British Library [as per the suggestion of Graham Shaw].
  5. Dastan I Amir Hamza
    1. This project was originally proposed by Fran Pritchett. SAMP’s film of this title is missing several pages [or had pages mis-filmed]. Shamsur Rahman Faruqi (Jamia Millia Islamia University) would supply SAMP with the pages from the originals, and LC-New Delhi would film them. Jim Nye has a list of missing or mis-filmed pages and will provide to James Simon, who will contact Shamsur.
  6. Economic & Political Weekly
    1. (Simon) This filming is complete. SAMP will not buy current issues on microfilm from Bay MF, because the hard copy is plentiful and in good shape. Furthermore, DSAL will most likely digitize the full backrun and issues up to within 4-5 years of current year (on a JSTOR-like model).
  7. Gadar Party Collection
    1. (McMahon) The RLG global immigration project did not get full funding to digitize this material. SAMP had tentatively released the funding but will recommit to filming this. Suzanne reported the collection takes up 8 linear feet, but not all of that would be subject to filming. SAMP encouraged UC-Berkeley to proceed with filming. James Simon will contact Suzanne.
  8. Kaifiats
    1. (Nye) The Andhra Pradesh Archives will issue a pro-forma invoice shortly for the purchase of this.
  9. Kaiser I-Hind
    1. (Simon) We are expecting the first decade of film back soon, and we will be able to determine the cost to film the entire collection from that. Meanwhile, the rest of the funds have been deferred, pending the acceptance of the ICON grant award [submitted to NEH by CRL] which would assume the costs of funding this preservation project.
  10. Sri Lankan Newspapers
    1. (Simon) Colombo Journal and Ceylonese were received in the last year.
  11. Sukumar Sen Papers
    1. (Nye) Rebecca Manring will be travelling to Calcutta and will arrange the filming of the manuscripts in the private library of Sukumar Sen. SAMP’s portable camera will be used. In addition, it was suggested that a 35mm camera be used to capture color prints. SAMP approved an additional $500 be added to the previously approved $1000 to cover additional expenses.
    2. Ray proposed that SAMP document this project by videotaping the process. The video would walk SAMP members and other interested scholars/students through the difficult procedure. Questions were raised as to the audience of such a video and as to the costs of producing it. Nye suggested that even filming by a local (non-professional) filmer without studio production could be of interest. No decision was made on this proposal.

G.  Pending Project Proposals

  1. Jamia Milia Islamia cooperation:
    1. No action has been pursued on this proposed cooperation, so SAMP has removed it from the active list.
  2. Official Publications of India
    1. (Nye) This proposal to ship the volumes of Official publications has been delayed. Nye proposed postponing action for one year to wait and see what the outcome would be. Costs to ship from the U.K. to Chennai (for filming) would be approximately $3-4,000.
  3. Native Press selections
    1. (Mitchell) Someone is working part-time at UW-Madison who might be able to resume activity on this project. She suggested that SAMP contact Bill Kniffen to inform him of this project and encourage filming of the material that Wisconsin has not yet filmed. Lum will send a letter to Kniffen.

H.  New Proposals

  1. Nepali Newspapers
    1. (Magier) A number of Nepali newspapers have been microfilmed by the Madan Puraskar Pustakalaya in Kathmandu. The master negatives exist in good condition, but the library does not have a duplicator. Magier proposed that SAMP pay the cost of providing film stock so we can get a copy for SAMP. The film could be sent to Madras for duplication (print negative, positive for Madan Puraskar Pustakalaya, and a copy for SAMP) and digitization. Magier will provide a list of titles and amount of microfilm [approx. 85 reels].
  2. Sri Lankan Newspapers
    1. (Joshi) Professor Patrick Peebles at the University of Missouri-Kansas City has in his possession a number of microfilmed newspapers in Sinhalese that could possibly be donated to SAMP. Irene will contact him and pass his information to James Simon.
  3. Bengali Journals
    1. (Nye) The Center for the Study of Social Sciences (Calcutta) has a number of Bengali literary and historical journals that have been filmed. SAMP found the prices too expensive, but Partha Chatterjee indicated that they’d be willing to consider a one-for-one exchange of SAMP material.
  4. "Twentieth Century Impressions of Ceylon"
    1. (McEldowney) This important encyclopedic work from 1907 may be a good candidate for SAMP as it is fairly unique and in deteriorating condition. Their copy is missing the first 20 pages. NYPL has a copy that may be in better shape. Philip will submit a proposal for microfilming (or perhaps digitization of illustrations). [Subsequent investigation revealed that this title was re-printed in New Delhi in 1999, and is held by Harvard].

I.  Other Business

  1. Demand Purchases
    1. There has been an occasional request for one-time demand purchases by SAMP members for items costing up to $500. SAMP’s Prospectus does not indicate this to be an official policy, so it will be declined if requested. The Executive Committee does have discretionary powers [it is the Executive Committee’s recollection that purchases under $500 can be reviewed and approved by the Executive Committee without review of the membership] and may choose to accept proposals through this vein.
  2. SAMP Financial Information
    1. The membership voted to include financial information for SAMP on its Web page. This will be updated frequently and represent project expenses and fund balance.
  3. Membership fee increase
    1. At this time, there was no interest in raising fees for SAMP membership, which remain at $550.
  4. Purchase Proposals to CRL.
    1. Nye and Carol Mitchell proposed that the Executive Committee be authorized to submit a purchase proposal to CRL each June, based on the recommendations made by the newspaper subcommittee. The Executive Committee should look at major titles, of interest to a broader community, or those that fill in gaps in the collection. James Simon will revive the newspaper list and distribute it to the Executive Committee, once elected.
  5. Irene Joshi’s retirement
    1. SAMP formally thanked Irene for her years of service and her strong commitment to the field of South Asian studies.
