LAMP BUSINESS
1. Introductions.
A quorum was determined to be present. James Simon welcomed
new members Brown University, Michigan State University,
and New Mexico State University.
The minutes from 2005 were approved.
3. New Chair and Executive Committee member
Teresa Chapa reviewed the circumstances under which she
was appointed Chair.
REPORTS
1. CRL/GRN Report [Simon]
CRL's semi-annual report to the Chief Collection Development
Officer was distributed by e-mail. Some highlights:
Major purchases under the CRL-member purchase proposal
program included:
• Plantation Life in the Caribbean -- Part 1: Jamaica,
c1765-1848: The Taylor and Vanneck-Arcedeckne Papers from
Cambridge University Library and the Institute of Commonwealth
Studies, University of London
• Uno mas Uno (Mexico City), 1979-2005
Cataloging the dissertation collection continues, with
over 433,000 dissertations cataloged in CRL's OPAC.
The Center's records are now available for loading into
member libraries' local catalogs.
At its annual meeting last April, the Center announced
its goal to be able to provide electronic delivery of any
requested material it holds by the end of 2009. This will
be accomplished through a combination of on-demand and project-based,
cooperative digital conversion. The Center is developing
its plans for in-house and outsourced digitization, and
putting into place the infrastructure to work with vendors.
To this end, CRL's Collections and Services Advisory Panel
developed a set of principles to guide the Center in its
partnerships with commercial vendors. Using these principles
as a guide, the Center is exploring the issuance of a multi-institution
RFP to major digital publishers for the digital conversion
of foreign materials. This will likely focus on foreign
newspapers, with an initial emphasis on Latin America. Institutions
interested in participation should contact CRL.
The International Coalition on Newspapers (ICON) is currently
filming Diario de Costa Rica (San Jose, Costa Rica) [1936-1942;
1952-1955] and El Universal (Caracas, Venezuela) [1911-1945].
CRL is preparing for the next proposal, which will likely
have a subject focus. There is interest in Latin American
newspapers held in North American libraries not yet preserved.
LAMP will be approached to act as a selection committee
for titles.
James Simon reported briefly on the CRL & LC cooperative
workshop held in February 2006. A report and outcomes will
be distributed shortly.
2. LAMP Financial Report & Completed Projects [Simon]
Simon presented the financial report for LAMP. Fiscal Year
2005 revenues: $45,683; expenditures: $41,221.02. For the
current fiscal year, revenues are $42,771.63 and expenditures
$8,075 to date. Commitments of $70,986.87 leave $60,316.50
available for new projects.
Recent receipts/completed projects include the CeDInCI
serials; Juan; and 19th c. Mexican newspapers from the University
of Texas-Austin. Cataloging records are in process for individual
titles.
3. LC Preservation Report [Protopappas]
Fred Protopappas is acting director of the LC-Rio office.
He conveyed the difficulties of completing projects due
to the declining strength of the dollar in Brazil. This
has caused challenges for completing the Abidas Nascimento
preservation project, partially funded by LAMP. The National
Library Foundation (FBN), responsible for the filming of
the material, suffered setbacks due to the general strike
at the Library. [The Biblioteca Nacional reports that up
to 1,000 rare items are missing from the collection as a
result of the strike.] Microfilming operations at the institution
are in turmoil, and it is difficult to get reliable information
at the moment.
Since the filming of the Nascimento collection was handled
independently, IPEAFRO and PUC-Rio were able to work towards
meeting project commitments.
Protopappas also reported briefly on the Moncorvo collection
– LAMP paid for filming and digitization of the collection
for CIESPI, also hosted by PUC-Rio. The images were transferred
to CIESPI in 2005, but they have not been able to mount
them online. Protopappas stated the institution intended
to ask for LAMP support, but have now indicated they will
be able to do on their own.
NEW / DEVELOPING PROPOSALS
1. Cromos (Bogota Colombia) [Benavides]
Adán Benavides requested $4914 to make copies of
the title Cromos (Bogotá, Colombia) which has been
preserved by University of Texas – Austin. The 117
reels cover 1916-1966 and are very complete. The proposal
is to make a print master for Benson and a positive for
LAMP. This proposal was approved. Members requested that
Benavides compare holdings at the British Library and the
Biblioteca Arango in Bogotá to determine the completeness
of the Benson film. Geoff West volunteered to assist in
determining the extent of holdings and the source of the
microfilm at the British Library.
2. Proyecto Archivo de Pintura Campensina [von Bischoffshausen]
Gustavo von Bischoffshausen presented a proposal in development.
The Biblioteca España de las Artes possesses the
Archivo de Pintura Campesina, a collection of approximately
3,594 paintings and drawings, accompanied by approximately
7500 documents in support of the work. The institution seeks
to create a database of description that would eventually
be mounted online, and to conserve and digitize the documentation
and paintings themselves. As the proposal lacked a budget
for consideration, the committee suggested von Bischoffshausen
prepare a concrete proposal for discussion.
3. Nascimento follow-up [Protopappas]
IPEAFRO is seeking additional funds to continue the project:
$9,500 for human resource support for additional organization,
preparation, and microfilming.
The original proposal to LAMP indicated that 10,000 documents
would be filmed. However, the agreement signed with the
Library of Congress was to organize, clean, and film only
the section of the archives relating to the Teatro Experimental
do Negro (TEN). Protopappas suggested that this as a miscommunication
coupled by an error in the translation of the proposal –
the organization suggested that the proposal should have
read "some of the 10,000 documents."
The written 2006 update reported that 2,087 documents were
cleaned, 2994 documents given archival description, and
704 documents microfilmed. It was reported that 7 reels
were completed, though Protopappas only received six reels.
LAMP members discussed the discrepancy issues, and the
fact that LAMP has supplied 30 reels of film stock and received
only 6 out of 7 reels. Protopappas was informed that more
reels have been prepared, but not duplicated. LAMP members
requested clarification on this issue, and recommended that
all reels prepared be received before additional funds are
granted. Additionally, LAMP would like to know more details
about the descriptive access to the collection – in
what format is the database, how may it be accessed? Are
catalog records prepared?

4. Afro-Cuban newspapers, Biblioteca Nacional Jose Martí,
Cuba [Tarragó]
No Progress. Keep on the table one more year. Peter Altekrüger
suggested that the National Library in Cuba may plan to
start microfilming again.
5. Latin American Labor Movement newspapers [Loh]
UCLA has digitized six labor newspapers in its special
collection for use in class instruction. The titles are
from 1890-1940. Two of these are available and searchable.
Eudora Loh has a list of additional titles that LAMP could
consider for filming and/or digitization.
6. La Protesta [Simon]
Mariela Frias (UdeSA) conveyed a report on the holdings
of this title from the Biblioteca Nacional in Argentina.
Their holdings have been filmed from 1902-1963. However,
the report from the BN indicated many scattered issues,
particularly for the period 1941-1963. Additionally, the
film was not done according to standards, and many pages
filmed out of focus and at in varying degrees of quality.
CEDINCI has later holdings of this title, some of which
overlap the BN film, and many that supplement the collection.
There are a few scattered issues held by North American
institutions that could supplement gaps. LAMP suggested
Simon follow up with CEDINCI to see if they could film their
holdings in conjunction with the BN – are the originals
at BN still intact? Can they be refilmed?
7. Universal de Cartagena [Vazquez]
Hortensia Calvo visited the director and editor of this
newspaper. She conveyed their interest in the project, but
reported there was a problem identifying a filmer that could
travel to the publisher (they will not release the print)
and film up to standards. She will pursue again in the fall
and will report back.
8. Cuban 19th c. Pamphlets, Biblioteca Nacional Jose Martí,
Cuba [tabled project]
No Progress. LAMP members will continue to pursue developments.
9. Oaxacan newspapers [Covington]
Paula Covington received a report from a scholar pursuing
research in Oaxaca. The UABJO (Universidad Autonoma Benito
Juarez de Oaxaca) has a newspaper collection that may be
of interest. A number of valuable titles are held in poor
conditions. The collection spans the 19th century (scattered
issues) through the present (they seem to have a pretty
wide selection of papers after 1950). Titles include well
regarded papers such as El Mercurio (liberal paper of the
1920's) and La Voz de la Verdad (Catholic paper, 1890's-1914).
If LAMP is interested in pursuing, the scholar would be
willing to contact the institution to set up some cooperation.
LAMP members expressed interest and encouraged Covington
to pursue this further.
10. Other projects
a. Richard Phillips related that they have scanned a number
of images from Diario de la Marina (Cuba) from the post-WWII
era. These need further processing and description before
they are accessible. The negatives are a problem –
these were filmed by Recordak, and the negatives were stored
with Bell & Howell for "safe keeping." ProQuest
has no record of the negatives. Lesbia Varona replied that
the same issue occurred with El Mundo. Nobody knows where
they are.
b. Ann Hartness reported that Marcos Navarro was offering
a digital archive of audio, video interviews on CD-ROM.
He would like to reproduce these and distribute in return
for compensation.
Current & Continuing Projects
1. Así (Bolivia) [Block]
David Block suggested that there is no progress, and that
funds should be released. Approved.
2. Argentine Serials (Grillo de Papel, Escarabajo de Oro,
el Ornitorrinco) [Simon]
Simon has begun pursuing US holdings of this title and
will film in the next year.
3. CEHIPE Film duplication [Chapa/Frid]
The Executive Committee met to discuss the holdings of
CEHIPE and LAMP's interests in acquiring. The list of desiderata
includes [??] Prensa Politica : La Bomba [1895-1898]; Almanaque
sudamericano [1888-1901]; Almanaque el mosquito; Prensa
Hispanoamericana [1806-1820]; and Impresos de la provincial
de Santa Fe [1864-1908]. The Committee needs to clarify
the availability and permission of ongoing project materials.
There are items of interest there as well. Simon will send
a link to the full description of the available film.
4. CIESPI digitization project, Moncorvo family collection
[Protopappas/Van Jacob]

5. Colección Lafragua catalog records [Snyder]
An agreement between CRL and the Center for Bibliographic
Studies at University of California-Irvine is in the works,
and the input of tests will proceed soon. Henry Snyder wanted
to finish the record set for the Sutro collection first,
which will facilitate the cataloging of the Colección
Lafragua.
6. Correio Paulistano (Arquivo do Estado de São
Paulo) [Romero/Simon]
The Arquivo do Estado de São Paulo reports that
152 of a projected 180 films have been completed. The filming
will be complete within the month.
7. Memorias [Flores]
Edmundo reported that the preservation directorate will
be able to preserve 8-9 titles this year, spending the money
remaining in the LAMP gift fund.
8. Mexican serial duplication [Benavides]
Benavides reported that 125 positive service copies will
be supplied to CRL in the immediate future. The LAMP grant
paid for 125 Benson negative print masters, 125 CRL positive
service copies, and 69 Benson service copies. A title list
(65 titles) was distributed by e-mail.
9. Senator Abdias Nascimento Archive [Protopappas]

Due to time restrictions, the meeting was adjourned. The

10. El Obrero Municipal (Buenos Aires)
Norma Palomino, e-mail 3/8/06:
About our proyect: the Obrero Municipal is almost done.
We were a little delayed because the small number of rolls
for microfilming made very expensive for the company to
move the microfilming equipment to Di Tella, so we wait
three months (from December to February) until the company
started another project close to our university to join
the job to another. I decided it for saving money (in fact,
the budget we discussed took that into account).
The company called now saying that they are waiting for
us to bring the Obrero where they are working now. Our archivist
will bring the newspaper to where they are, and stay during
the microfilming sessions. They say it will last two days.
11. El Universal (Caracas, Venezuela)
James Simon, report 3/19/06
This title is being filmed by ICON. The grant stipulates
cost share from LAMP, so these funds are held in reserve.
12. Variedades
Eudora Loh, e-mail 3/17/06:
UCLA's Preservation Officer has arranged for a library school
intern to assist him next quarter in completing the preparation
and filming of Variedades. We shall all hope that the project
will be finished soon.
13. 19th c. Venezuelan newspapers

Materials were received by CRL and are in process. CRL is
seeking gap-fillers for the titles. Darocha Berenz is awaiting
reports on holdings from Harvard and Library of Congress.
Some institutions have reservations of sending these rare
and fragile materials out of their institutions.
14. Zona Franca (Caracas, Venezuela) [Gonzalez/Musser]
Ricarda Musser, e-mail 2/13/06:
Zona Franca is actually in the process of microfilming and
we hope to bring the films with us to the next SALALM in
March. We got the numbers missing in our collection from
Yale. A set will have 7 reels.
Tulane to receive a copy of the material, as per request
from Nelly Gonzalez, 3/7/06.
