A quorum of 22 members was determined to be present. Pamela
Graham convened the meeting.
LAMP Business
- Introductions.
- Review/approval of 2002 minutes (View 2002 minutes)
Minutes were approved.
- Election of new Executive Committee member:
Pamela solicited nominations or volunteers from the floor.
Adan Griego agreed to stand for the Executive Committee
and was approved by the membership.
- Report on financials & CRL Update:
James Simon reported on LAMP’s budget and current
receipts. During Fiscal Year 2002, LAMP had a beginning
balance of $92,915, received $33,579 in revenues, and
expended $18,413 (of which, $14,952 was for library materials
acquired). In FY03, LAMP has taken in $32,925 and has
expended to date $41,959 (which includes $39,077 in material
acquisition). LAMP currently has $75,372 in existing commitments,
leaving $23,674 for consideration of new projects.
Since
the last meeting, LAMP has acquired a number of important
collections, including the CESPI documents, Princeton
Theological Seminary journals, guides to the Colección
Lafragua, and Memorias from the Library of Congress. CRL’s
cataloging division has virtually eliminated the backlog
of uncataloged LAMP materials. Basic records were created
for all materials, and only the Memorias and more detailed
analytics for several LAMP collections remain to be processed.
Completed Projects
- Custom microfilm purchase follow-up
questions: Last year Simon reported on the agreement to
rescue a large set of microfilm negatives originally held
by Custom Microfilm Systems. These were discovered by
Henry Snyder. LAMP purchased the reels relating to Latin
America from Dr. Snyder and is in the process of cutting
down the 1000’ tins to 100’ reels. These negatives
will be treated as master negatives and stored at National
Underground Storage. They will be duplicated on a demand
basis only.
Dr. Snyder indicated that “Barricada” was
a title that was supposed to be in the collection. Simon
will follow up to see if this title was in the LAMP set.
A discussion ensued as to the issue of copyright. Snyder
spent a considerable amount of time attempting to locate
the owners and publishers of the titles in order to clear
copyright. In many cases, there was no information on
the film as to original location of materials. This was
first and foremost a preservation effort, not a duplication
opportunity. If copyright is in doubt, we will restrict
the duplication of material.
- The Standard: Irene Münster reported
the completion of filming of The Standard [1861-1874;
1938-1939; 1942-1959] from Buenos Aires on 127 microfilm
reels. These were recently sent to CRL. The project came
in under budget, and UdeSA will use the remaining funds
to start work on the “Archivo Miguens” project.
- CESPI documents on Brazilian/Latin American
Children: Pamela Howard-Reguindin reported that
the project was completed within five months. The Biblioteca
Nacional produced 22 reels of film, which include the
works of Moncorvo Filho as well as the serials Archivos
de assistencia á infancia [Nov. 1902-1939] and
Arquivos do Serviço de Assistencia a Menores [1942-1946].
A reel guide to the main component of the set is in process.
LAMP members praised the BN and Pamela for the quick work
in completing this project.
In the meanwhile, CESPI has recently moved to the Pontifical
Catholic University of Rio de Janeiro and has changed
its name to the International Center for Research and
Policy on Childhood (CIESPI). They have asked LAMP for
funds in the amount of $2650 to digitize this collection
(see discussion later in meeting).
- Colección Lafragua catalog records:
Simon returned to the issue of cataloging the set of film
from the Colección Lafragua. Dr. Snyder indicated
that Riverside has 1821-1853 cataloged, and there may
be a possibility of having other materials keyed and converted
into bibliographic records. Simon and Snyder will continue
to discuss this possibility.
Current and Continuing Projects (funding approved)
- Archivo Miguens: Münster confirmed
this will be undertaken as the next project. A
finding aid for the Münster collection.
- Colección de Folklore de la Encuesta
Docente (Instituto Nacional de Antropologia y
Pensamiento): Luis González agreed to take up this
project on behalf of LAMP. Unfortunately, the Insituto
declined our proposal. While we might wish to revisit
at a later date, it was decided to table this project
and release the funds.
- Cuban 19th Century Pamphlets, Biblioteca
Nacional Jose Martí, Cuba: Edmundo Flores discussed
this project, which was proposed by the Biblioteca Nacional
“José Martí” and accepted in
2000. Eliades Acosta presented LAMP with a sample reel
of print negative film to evaluate filming quality. Graham
will have this evaluated by Columbia's Preservation and
Reformatting Department.
After some discussion, Acosta agreed to deliver a sample
list of approximately 385 titles (of an estimated 5,000
titles) by September 2003. Several LAMP members (NYPL,
Harvard, Princeton) expressed interest in reviewing a
list of titles proposed for filming in order to determine
possible duplication of filming they have already done.
- Memorias: Flores reported that the
Library of Congress produced five titles (on 29 reels)
in the past year. He will discontinue separate reports,
as these are included in CRL’s reports of recently
received materials. In the next year, LC will film the
Memoria for Uruguay. Ministerio de Instruccion (1887-1960).
This will cost approximately $2,600 (?).
- PIDEE Archives: Dan Hazen reported
that the archives, created for children of persecuted/
disappeared people during the Pinochet years, have finished
arranging their files and have located a filmer to preserve
the collection. Hazen needs to work with Simon and Graham
to finalize a contract and to arrange for funds to be
transferred. The amount allotted to the project should
be sufficient to complete the filming.
- Princeton Theological Journals: Fernando
Acosta-Rodríguez reported that this ongoing project
has created 537 reels to date, covering 127 of the original
134 titles. The average costs are $209 per reel, or $884
per title. It is estimated that the project needs $6188
to complete the project (CRL reports $3547 remaining in
this project’s balance). The membership affirmed
the desire to complete the original project list.
- La Protesta: Pamela recapped the long
search for a decent run of this Argentine radical periodical.
Münster reported that the State Library in Argentina
claimed to have a run, but that it was found to be “gone.”
She may be able to find other institutions to fill in
small runs, but no complete set has been found. Would
Adan Benavides know of other locations?
- Variedades: Eudora Loh did not receive
an update in time, but will pass along when she receives.
New/Developing Projects (funding not yet approved)
- Afro-Cuban newspapers: Rafael Tarragó
reported that his potential representative to search for
these titles was not available to take this up. It was
suggested that Eliades Acosta may be able to assist by
checking with provincial libraries as to their holdings.
Tarragó will follow up.
- CeDInCI serials (2003): Graham and
Hazen reported that this institution has a valued collection
of anarchist, socialist, leftist materials (including
personal papers) that LAMP may be interested in pursuing
further. LAMP completed a highly successful project with
them in 2002. A new proposal was circulated to film political
and cultural journals of the early 20th century, including
illustrated journals published by the communist intellectuals
of the period 1920-1940; socialist politico-cultural journals
(1900-1935), anarchist cultural journals (1900-1935),
publications of the university reformation movement, publications
of the South American Bureau of the Communist International
(1926-1935), and journals of the Partido Comunista Argentino
(1936-1938). CeDInCI is seeking matching funds from the
Bibliothèque de documentation internationale contemporaine
(BDIC) in France, and would provide positive copies to
each institution. The amount requested of LAMP was $6,070
for this year.
LAMP members inquired as to whether any of these materials
were in the IDC collection of anarchist periodicals. Also,
New York Public Library has filmed a number of similar
titles in recent years. A more thorough examination needs
to occur. Graham asked for volunteers to assist, and the
membership authorized the Executive Committee to approve
this project once more information is received.
- Benson Collection-UConn 19th c. newspapers from
Mexico: Darlene Hull described the proposal from
Adan Benavides: The NEH-funded grant to film Mexican newspapers
(19th century) accrued unexpected costs due to the number
of fill-in issues they located to film titles. As a result,
there were not sufficient funds to include a number of
unique and contributed titles from the University of Connecticut.
These titles proposed include papers from Mexico City
($6,648, including 12 new titles and 28 fill-ins), regional
papers ($6,618, including 50 new titles and 11 complementary
runs), and a run of El Tiempo needing re-filming due to
poor archival quality ($13,215).
The proposal covers filming costs only, while other costs
will be borne by the NEH project. The University of Connecticut
can cover the shipping costs to Texas for filming. While
LAMP would not own the master negatives to this collection,
these would be held with the overall collection at Texas.
Members expressed concern that these continued to be offered
at a fair price to members wanting copies. After discussion,
the membership agreed that it would be interested in supporting
the filming of titles from Connecticut, but preferred
not to fund the re-filming of El Tiempo.
Darlene described the scope of Connecticut’s news
collection, and suggested that potential project might
include their unique holdings from Bolivia.
- CIESPI digitization project, Moncorvo family
collection: Pamela Howard-Reguindin outlined
the new proposal to digitize the Moncorvo film produced
in the past year. The 22 reels, consisting of scientific
studies, conference papers, letters, political speeches,
textbooks and other publications of Moncorvo Filho, would
cost approximately $2,650 to digitize. The work would
be done by the Biblitoteca Nacional in Brazil. The material
would be made available online through CIESPI and their
host institution’s library.
The membership discussed whether this type of material
was considered core material important for scholarship.
This material is seeing increasing use, with international
clientele as well. The membership decided this would be
a useful test case to explore smaller-scale digitization
projects. The committee recommended a complete report
documenting how CIESPI goes about the digitizing effort
in terms of scanning/image capture, metadata, storage
and long-term file maintenance, and delivery arrangements.
This project will hopefully provide a kind of benchmark,
in practice and in documentation, that will help us evaluate
future digitizing proposals. Approved in full.
- El Universal de Cartagena (1948-1958):
Lourdes Vázquez suggested a proposal to film this
regionally important title. The early years featured work
of Gabriel Garcia Márquez in editorials, columns,
and news articles. The material, located with the publishers,
is in deteriorating condition. The ten years (March 1948-1958)
are contained in 120 large size (broadsheet) volumes,
with approximately 8 pages per issue. The publishers are
amenable to giving duplication rights to LAMP. Vazquez
is assisting with locating a regional filmer capable of
filming to archival standards and finding missing issues.
The membership encouraged further development and authorized
the Executive to approve a final proposal when received.
Graham will poll LAMP members and U.S. institutions for
holdings of this title.
- Ayacucho serials: While not an official
proposal, Graham distributed information on a list of
interesting 20th century serial titles held by the Biblioteca
de San Francisco de Asis in Ayacucho, Peru. The list includes
extensive holdings of the “Registro Oficial.”
It does not seem that these have been filmed elsewhere.
Is this project worth pursuing? Hazen responded that earlier
exploration indicated that a number of institutions throughout
Peru have scattered holdings of newspapers, mostly uncataloged.
In order to complete this project, a full inventory of
various institutions (Archivo Nacional, important archives,
and main church institutions) should be undertaken. .
- CEDOIN: Another potential project
included a collection of clippings in a now defunct archive
in Bolivia. The collection was formed to document human
rights abuses in Bolivia. The collection later branched
into narcotics. The newspaper clippings are from Bolivian
titles, including titles of provincial origin. Graham
has attempted to pursue further discussion, with little
success.

Other Business/Announcements
- CRL/Mellon Grant for Archiving of political
communications on the Web: CRL has received a
planning grant from Mellon to investigate the methodology
of access and preservation of Web-based political communications.
This is a coordinated approach by a number of participants,
including NYU, Texas, Stanford, and Cornell. CRL is not
creating an archive per se, but exploring the technical,
curatorial, and long-term resource management issues relating
to a distributed program for Web archiving. LANIC is cooperating
on the project to select a representative list of Latin
American sites relating to political movements and elections.
