Business Meeting Minutes

2002 Annual Meeting

A quorum of members was determined to be present.

LAMP Business

  1. Introductions: Pamela Graham convened the meeting and led introductions of those present.
  2. Approval of Minutes: Members reviewed and approved the minutes from the May 2001 meeting.
  3. CRL and Budget Report: James Simon submitted LAMP’s budget and list of recent receipts for review. In Fiscal Year 2001, LAMP received $36,430 in Income and expended $26,037, leaving a fund balance of $92,915 at the end of the year. In FY2002, LAMP has received $33,579 in membership fees and sales and has expended $16,061 (to date). Currently, LAMP has committed $110,501 for current projects, leaving little "on paper" to use for new projects. However, it bears noting that FY03 Membership dues will be assessed in June.
    • Expenses for acquisitions include funds to film the Standard and the published index to the Brasil - Nunca Mais collection. Recent receipts include the index to Nunca Mais and 47 reels of film from CeDInCI. In April, LAMP agreed to purchase microfilm negatives originally owned by the now-defunct Custom Microfilm Systems. These titles include papers from Chile, Colombia, and Mexico. Henry Snyder (UC - Riverside) acquired the negatives and offered them to CRL/LAMP at a cost of $5 per reel. Richard Phillips (Florida) inquired as to whether Barricada was included in the collection of negatives - Snyder will check.
    • In other news at CRL, Simon relayed to the members that CRL has recently undergone a collections assessment through a task force chaired by Ross Atkinson (Cornell). View the collections assessment here.
    • CRL is in the process of cataloging its large foreign dissertation collection. With grant money provided by the Mellon Foundation, the cataloging department is processing the 800,000-strong collection at a rate of about 1,000 titles per week. More information will follow as it becomes available.
    • CRL unveiled its new strategic plan at its annual meeting in April. Area Studies are prominently featured, including efforts to support electronic efforts. View the entire strategic plan here.
  4. Cataloging of LAMP backfile: Graham reported that in January 2002, an effort was suggested to eliminate LAMP's backlog of uncataloged material through shared cataloging. Several LAMP members volunteered to assist, though Simon asked that others consider helping. Though delays were caused by the necessity to consider all issues involved, CRL is prepared to begin this process by sending out the materials to volunteers. The committee suggested the list of uncataloged material also be sent to the SALALM cataloging committee for review and recommendations.

  5. Publication of holdings lists: Simon presented the "LAMP Holdings List : Supplement May 2002." Due to the costs of producing the full print guide to LAMP's collection, Graham asked the Committee whether they still wanted a guide published every two years. The members agreed that a longer interval (such as five years) could be acceptable. Simon proffered to publish complete guides in PDF format on the Web rather than continue to distribute hard copy versions. The Committee agreed that this was a good idea.

Completed Projects(??)

  1. Brazilian Government Document Digitization Project: Scott Van Jacob reported that this project was finally completed. The remaining money will be spent on hardware to bolster the project’s infrastructure. The final report is available on the Brazil Web site. Van Jacob offered his thanks to the project committee for their support and hard work in completing the project.
  2. Brasil - Nunca Mais: The 12-volume index to the collection was filmed by Columbia University. It is now available via LAMP.
  3. CeDInCI - (Centro de Documentación e Investigación de la Cultura de Izquierdas en la Argentina): LAMP contributed $5,000 to the filming of "Publicaciones Politicas y Culturales Argentinas c.1917-1956." The material (on 47 reels) was delivered to CRL in May and is now available. Harvard also received a copy of the material and is exploring the creation of the guide using Encoded Archival Description. CRL and Harvard will consider options to collaborate on the cataloging of individual titles within the collection.
    There are other materials of interest at CeDInCI – this organization has contacts with many groups, and materials relating to these movements have been donated to the Centro, including archives of militants, pamphlets, and anarchist periodicals. Graham has a catalog of available material and will explore possibilities for future collaboration.
  4. Colección Lafragua: CRL is attempting to acquire the four catalogs relating to this collection. Dr. Snyder informed LAMP that he has machine-readable records for the collection. Simon will inquire as to whether these can be transferred to LAMP.

Current and Continuing Projects

  1. Archivo Miguens: Irene Münster (Universidad de San Andrés) reported that this collection of public opinion research, for which LAMP approved $15,000 in 2001, will be prepared for filming following the completion of the Standard (see below).
  2. Colección de Folklore de la Encuesta Docente (Instituto Nacional de Antropologia y Pensamiento): Julie Nilson (Indiana) gave the context of the proposal submitted last year. Ariel de la Fuente (Purdue) has used the material at the Instituto, and consulted Nilson while using the index to the collection at Indiana. He has agreed to be the contact for the project, and it is hoped he will travel soon to Argentina to negotiate the approval of this project. LAMP does not yet have approval from the institution nor exact details on how the material may be preserved (the institution does not have preservation facilities and will likely not allow the materials to be sent off-site). $5000 in seed money was approved last year – what can this be used for? Committee members suggested that it may be used for purposes of starting the project: organizing collections, travel, phone calls, etc. .
  3. Memorias: Edmundo Flores (Library of Congress) relayed that the Photoduplication Department at the Library of Congress continues to suffer shortfalls. However, Flores has negotiated to have the Memorias material filmed at Preservation Resources. The titles discussed last year (Mexico: Justicia e Instruccion Publica and Uruguay: Obras Publicas) are currently being filmed. Flores circulated a list of three titles already available in microfilm that might be acquired by LAMP, plus a list of proposed titles for filming in 2003. These were approved by the committee. Expenses for these will be drawn from the funds committed by LAMP in 1995.
    Simon is creating an improved list of Memorias titles on LAMP’s Website by listing available titles by country, ministry, and chronology. This will aid patrons in identifying materials more efficiently.
  4. PIDEE Archives: Dan Hazen (Harvard) reported that this project has not progressed since last year. The files from PIDEE documenting children in Chile during the military dictatorship (and afterwards, the adjustment of returnees) have been organized and preserved in acid-free material. CRL has demonstrated it has in place a procedure for restricted access to material (based on concerns of confidentiality). However, the problem of locating a qualified filmer in Chile to work onsite still exists. The National Archives has a local facility, but this is not seen as a workable solution. Peter Johnson (Princeton) asked whether there were filmers in Argentina willing to travel to do work. Hazen responded that he has had preliminary discussions to this effect, but no decision has been made.
  5. Princeton Theological Journals: Peter Johnson reported that filming of material continues, though for some reason film was not being delivered to LAMP. This will be rectified shortly.
  6. La Protesta (Argentina): Graham summarized the history of this proposed project and reminded members that there may be a good collection of this title at the Biblioteca Nacional. UCLA’s copy is brittle and brown-colored, so should not be considered the first choice for filming. Hazen will check with the BN, which is now under new management. Irene Münster will also search for holdings in Argentina.
  7. The Standard: Graham distributed Münster’s report on the preparation and filming of this material at UdeSA. It is being filmed now.
  8. Variedades: Eudora Loh (UCLA) reported that the preservation department is gathering issues for the last 5 years. As the collaborating library will not loan out single issues of this material, Loh is examining other holding institutions (including Cornell) for contributions.

New/Developing Projects

  1. CESPI documents on Brazilian/Latin American Children: Pamela Howard-Reguindin (Library of Congress - Rio de Janeiro) and Adan Griego (Stanford) presented this new proposal – the Center for Research on Childhood (CESPI) at the Universidade Santa Úrsula (in Rio de Janeiro) possesses an archival collection about Brazilian children and youth, including subjects such as the history of child welfare, legislation on children, and guides to research on children throughout Latin America. CESPI is in danger of disappearing, as the Center is in dire financial straits. With little direct support, there are no funds available to preserve materials, much of which is on poor quality paper.
    The Documentation Center on Childhood (CDI) proposed that LAMP undertake the organization and filming of the Moncorvo Family collection (1872-1940). This collection contains more then 200 pieces of documentation pertaining to the personal lives and professional work of medical doctors and philanthropists Carlos Arthur Moncorvo de Figueiredo and his son Arthur Moncorvo Filho, who for more than six decades during some of Brazil’s most tumultuous history led what they called "a cruzada pela infancia." The Moncorvos promoted and institutionalized social policies that provided for the physical and moral care of poor children first in Rio de Janeiro and eventually throughout Brazil.
    The LAMP proposal asked for $1500 to organize the roughly 20,000 pages materials of Dr. Moncorvo Filho (whose work was dedicated primarily to the social aspects of the effects of poverty on Brazilian children and youth) in the archive. In addition, the Biblioteca Nacional has 10,000 pages of complementary material (runs of congressos, other lacunae) that will also be filmed. The BN is supportive of the project and is a high quality filmer. The material would be filmed at the BN on approximately 30 reels of film. A copy of the film would be donated to the BN, and the print materials will be donated to the BN for safekeeping.
    The LAMP committee approved this request and allocated $5,000 to the project, which would cover costs of three generations of film (master negative, print neg., and positive). Howard-Reguindin will be the contact and will manage the funds for contract workers. Though the leadership of the BN is changing in March, the project will take 3-6 months to organize and should be complete before the transition.
  2. * SSRC Initiative on Cuban Libraries and Archives: Hazen reported on the Social Science Research Council's initiaitive on Cuban Libraries and Archives. They have received $150,000 for library projects from the Ford Foundation. An international steering committee solicited four proposals, based at the National Library of Cuba, including:
    • Creating a union catalogue of 19th century Cuban newspapers and microfilming one title;
    • National Workshop on Archival Standards;
    • Preserving the collection of the Sociedad Económica de Amigos del País; and
    • Workshop on Restoration of Maps and other Large Format Materials
    Year one of the project will be considered a testing phase, and it is hoped the competition will be expanded in year two.

  3. Afro-Cuban newspapers: Rafael Tarrago (Minnesota) reported that this project has not progressed far to date. He has identified five titles in Havana, and two in other regions. Jeanne Drewes (Michigan State) has been travelling in the region and may be willing to assist in the identification of additional resources.
    Eliades Acosta (Bibl. Nac. "José Marti," Cuba) agreed that these were important resources to preserve, describing such a project as valuable, necessary and urgent. In reviewing the holdings lists of newspapers by province that Tarrago prepared, he said the BNJM could help LAMP get responses from those provinces that have not yet replied to the request for holdings information. The provincial libraries are administratively under the BNJM, so Acosta offered assistance with any practical details of communicating with them and developing the projects.
  4. Cuban 19th Century Pamphlets, BNJM : Johnson related the recent history of this proposal approved in 2000. As Harvard and NYPL were filming 19th century pamphlets, LAMP was interested in obtaining a larger sample of titles proposed to see whether there was duplication of materials being filmed. Johnson was also interested in obtaining a film sample from the BN, but little communication has occurred on this effort.
    Acosta (BNJM) said he hoped there would be more communication between the Library and LAMP. He said they could supply a list of 45 titles or so, and a film sample. Both Harvard and NYPL have uncataloged pamphlets, and would have to look into possible duplication with the BNJM materials. LAMP will continue to pursue this effort to have a better sense of the availability of materials here and in Cuba.
  5. More CeDInCI materials? As indicated above. Graham possesses a catalog of holdings with additional materials of possible interest to LAMP. Titles such as Spartacus and Alternativa Literaria are included. LAMP encouraged Graham to look into additional cooperative efforts.
  6. Argentine serials (Comercio de Plata, El Ornitorrinco, El Escarabajo de Oro). Münster indicated that these materials can be obtained in Argentina, and that the Universidad de San Andrés would be interested in filming them after their current projects expire. Funding needs will be determined at a later date.

  2. Johan Vogel proposals: Graham distributed an e-mail from Johan Vogel regarding possible consultation and work on LAMP's behalf. The LAMP committee agreed that this type of service might be necessary in the future, but a) paying for services on a per diem basis may not be cost effective for LAMP, and b) LAMP preferred to assist local institutions in building their own capacity for preservation and conservation of their material.
