A quorum of members was determined to be present.
Housekeeping:
- Minutes: The Members reviewed and approved the
minutes from the May 2000 meeting.
- Leadership: David Block noted that both he and
Peter Johnson were due to rotate off the Executive Committee.
He solicited volunteers to serve. Adán Benavides volunteered
to serve as Member-at-large, should the official representative
of UT-Austin agree this would be acceptable. David will
appoint a committee to solicit the membership for the
next Chair.
- Centro de Documentacion e Investigacion de la Cultura
Izquierdas (CeDInCI): Following up to last years
discussion of CeDInCI, David reported that a proposal
was submitted to the Executive Committee. As the organization
needed leverage money to secure matching funds, the Executive
Committee voted to approve $5000 to CeDInCI to begin its
project.
- CRL Report: James Simon submitted LAMPs
budget and list of recent receipts for review. In Fiscal
Year 2000, LAMP received $33,233 in Income and expended
$29,679, leaving a fund balance of $82,782 at the end
of the year. In FY2001, LAMP has received $32,895 in membership
fees and has expended $17571 (to date). Expenses have
been for the Princeton Theological Seminary journals and
various administrative expenses.
Currently, LAMP has committed $44,402 for current projects,
leaving $44,157 for consideration of new projects [In
addition, it bears noting that FY02 Membership dues will
be assessed in June].
Recent receipts include Princeton theological journals,
one new Memoria from LC, and a number of newly
cataloged items. See list below for details.
In other news at CRL, a new President has yet to be appointed.
Melissa Trevvett has been appointed as Vice President
and Director of Programs and Services. CRL held its annual
meeting in April. A report of the Area Studies Council
was distributed by e-mail to the LAMPlist. CRL has agreed
to take on paper copies of all journals being digitized
by the JSTOR project to serve as an archive of the print
versions. CRL is conducting an assessment of its collection
to provide guidance for future collection and access initiatives.
CRL will host an invited conference of historians in November
to discuss the use and value of CRLs collections.
Finally, CRLs Foreign Official Gazette taskforce
will meet in July at the American Association of Law Libraries.
CRL intends to acquire and preserve a comprehensive collection
of all national-level FOGs.
Projects:
Completed (?) Projects
- Aramayo-Franke Archives (Block): This collection
of mining company archives has lain dormant since the
confiscation of the filming equipment in 1997. As there
seem to be no prospects of future activity, LAMP will
consider this project completed and release the project
funds. Simon will complete the reel guide of the 34 available
reels received prior to the projects shutdown
- Brazil, Nunca Mais (Block): CRL has now completed
a complete reel guide for the 538-reel set of court documents
from Brazils Military Supreme Court. The indispensable
12-volume index to the cases, prepared by the Nunca Mais
project, was not filmed as part of the collection. If
Columbia or another holder is willing to loan this set,
LAMP will film. Pamela Graham stated that Columbia would
conditionally loan its set. $2500 was approved by the
Membership to film the guide.
- Instituto de Historia de Cuba fiche (Johnson):
This long-outstanding project was to supply film for several
19th and 20th century Cuban serials.
In most cases, the filmed material contained a few limited
years of the publications. Due to the lack of cooperation
between the Instituto and other organizations that have
holdings, the prospect of more robust holdings are slim.
Peter and David moved this project be considered concluded,
and the Membership agreed.
- Coleccion Lafragua (Block): This important collection
of 1500 bound volumes of the Coleccion Lafragua has not
been cataloged, as LAMP was awaiting word on a reel guide
from the Biblioteca Nacional de Mexico. In the meanwhile,
there now exist four published bibliographies (6 vol.?)
to the collection titled "Catalogo de la coleccion
Lafragua de la Biblioteca Nacional de Mexico
"
and cover the periods 1800-1810, 1811-1821, 1821-1853,
and 1854-1875. The guides all have an Indice analitico
and a description of each item. They are sorted by year
and then alphabetically by main entry. Each entry appears
to indicate the number of the bound volume in which the
item resides. By contrast, the film is organized by volume.
Though the bibliographies are more complex than a simple
finding aid, they should serve as an acceptable guide
to the collection. The catalog entry for the film will
refer to the guides (and vice versa). The Membership agreed
to acquire two sets of the guides (one for Reference,
one for loan).
Continuing Projects
- Memorias (Flores): This project, begun as a grant
from NEH in 1986, has produced to date 119 titles on 1317
reels of film. Since the last meeting, one additional
title has been filmed (Guatemala. Direccion General
de Policía). Three titles (proposed in 1999) remain
in the queue at LC Photodup, which has agreed to film
them despite delays. LAMP had contributed $15,000 to continue
filming, but a surplus of NEH funds has allowed LC to
film without utilizing these funds (there remains about
$3000 from NEH for this purpose). Should delays at Photodup
continue to delay this project, Edmundo will seek alternative
filming arrangements. Denise Hibay noted a subsequent
grant from NEH to NYPL that proposes to film similar material.
NYPL has not yet converted its Memorias to electronic
catalog records, so the proposed titles should be checked
again to fill in any possible gaps.
- The Standard (Hazen, Münster): Dan Hazen indicated
that costs to film this title will be significantly higher
than originally anticipated to film the collection at
Universidad de San Andrés (UdeSA). The original proposal
did not factor in as many pages as there are to film (currently
estimated at 112,500), nor was the original estimate realistic
for the material involved. A new qualified filmer has
emerged and estimates the costs for LAMP to be approximately
$30,000. UdeSA is contributing an additional $18,000 for
the preparation and filming of the unfilmed portions of
this title, the most important English-language newspaper
in Buenos Aires.
- Commercio del Plata, Escarabajo de Oro, El Ornitorrinco
(Block): These three Argentine serials, recommended by
Professor Richard Piglia, have not turned up in any significant
holdings. LAMP needs to continue to search for a core
collection to film. Irene Münster (UdeSA) volunteered
to explore holdings in Argentina.
- 19th Century Cuban Pamphlets (Johnson):
This project, proposed last year, has not progressed far,
due to lack of communication from the international relations
department of the Biblioteca Nacional Jose Marti. Visitors
to Cuba (Dan Hazen, David Block?) should check on the
status of this project. In addition, visitors should attempt
to acquire a sample of film to evaluate its quality.
- La Protesta (Block): David distributed a spreadsheet
prior to the meeting indicating the details of what was
filmed by IDC and what was held by UCLA. Holdings of this
title are quite scattered. All LAMP members should check
their holdings in detail and report to David Block. University
of Texas has incomplete but long runs for 1920-25 and
three later issues. The National Library in Buenos Aires
claims to have holdings, but exact details are not clear.
Peter suggested David check with the Biblioteca del Congreso.
LAMP Members suggested that, despite not having a complete
file, we should proceed with filming comprehensive sections
and fill in as much as possible. Simon (CRL) volunteered
to receive and prepare the material for filming.
- Variedades (Loh) Eudora submitted a written report
to the Chair of LAMP, and related that the drastically
reduced preservation staff at UCLA continues to prepare
this illustrated weekly from Peru (1908-1932) for filming
as time permits. To date, UCLA has filmed 1908-1925. 1926-27
will be ready for filming in the next couple of weeks.
Additional delays were caused by the need to seek substitutes
for the illustrated covers, many of which were completely
missing or cropped for binding such that portions of critical
captions were cut off. Additional problems were caused
by flawed and unpaginated sections. Eudora declared that
this project will be completed before long.
- PIDEE Archives (Hazen): This project, approved
last year, has completed its initial work of organizing
its files and storing the material in preservation-safe
conditions. PIDEE has produced a comprehensive inventory
of its 2004 case files. Two important components must
be completed before filming can begin.
- There needs to be clarification on how LAMP/CRL
will handle issues of confidentiality when loaning
material (such as a waiver researchers must sign prior
to use);
- We need to find a reliable filmer in Chile. There
are sub-standard commercial filmers, and while the
National archives and National Library have filming
capacity, PIDEE has reservations about using these
institutions.
Funds have not yet been distributed for this project.
Eudora described a collection in Los Angeles from
a refugee assistance organization with similar material.
Would LAMP be interested in considering this project?
The Members encouraged more details.
- Princeton Theological Pamphlets (Johnson)
Peter reported that the project has filmed 114 of the
134 proposed titles. The twenty remaining titles are the
more problematic to film. Don Vorp relates that the project
can be completed for approximately $15-16 thousand dollars.
This will be considered under new projects.
New Business
1. Project Proposals
- Instituto Nacional de Antropologia y Pensamiento
(Nilson): Julie presented a preliminary proposal to film
the "Coleccion de Folklore de la Encuesta Docente"
at the Instituto Nacional de Antropologia y Pensamiento.
The archive contains 3,222 dossiers containing songs,
tales, testimonies, proverbs, and superstitions from different
parts of the country, collected in 1921 by interviewees
of elder citizens. A well-organized published index exists
for the collection. Tentative costs were estimated at
$30,000. The Membership met this proposal with considerable
interest and suggested pursuit of this proposal. Dan Hazen
noted that a new microfilm service bureau existed in Argentina,
which may lower costs of the project. Peter Johnson suggested
LAMP approve a small amount of seed money for the project
to help begin negotiations.
- Argentine Microfilm Service Bureau (Hazen): This
proposal was not addressed at the meeting.
- Current Newspapers (Block): This proposal was
not addressed at the meeting.
- Archivo Miguens (Block): A last-minute proposal
was submitted concerning the Archivo Miguens, a collection
of public opinion polls from the polling bureau in Buenos
Aires during the 1950-60s. This collection, held
at the Universidad de San Andrés, consists of 31 notebooks
(averaging 792 pages), which would cost about $15,000
to preserve.
2. Other Proposals / Ideas
- Afro-Cubanist newspapers (Tarrago): Rafael described
a developing proposal to collect and film several Afro-Cubanist
weeklies which were produced in short runs. He has identified
some scattered holdings in Cuba and a potential coordenador
for the project. Is there interest from LAMP in pursuing
this? The group responded affirmatively.

- ** Aramayo-Francke Archives. This
is the case of the confiscated microfilm camera in Tupiza,
Bolivia. We have received 34 reels of film and have an
index to the first 14 of these. It seems doubtful that
this project will be moving forward anytime in the near
future. I will place a motion that we prepare an index
to the remaining twenty rolls of film and, with that,
declare this project completed.
- Brazil, Nunca mais. I have a message
from James Simon, today, reporting "that after a
long, painstaking year, the reel guide to the microfilm
collection held by LAMP has been completed." I will
move that this project be declared completed.
- Coleccion Lafragua. Earlier today,
I circulated an RFI on the guide. Unless someone knows
that there are documents in our microfilm that are not
covered by the published guides, I will move that this
project be declared completed. Alternatively, we might
want to consider running a sample to determine how many
pre 19th century documents our films contain. But, my
reading of the guides is that this is primarily a 19th
century collection.
- Instituto de Historia de Cuba. This
is the microfiching of several 19th and early 20th century
Cuban serials. James reported that it has been some time
since we received fiche from the Instituto and suggests
that we consider this project completed. Compañero Peter
agrees, and so do I.
