Introduction:

I. Official business

David Block (chair) determined that a quorum of 22 members was present.

  1. 1999 minutes corrections: spelling of Juli Nilson (Indiana University representative); $35,000 is the annual amount to spend per year, not the dues per member. Also present were Adán Benavides and Rafael Tarragó. The minutes will continue being placed on the CRL-LAMP web site.
  2. D. Hibay goes off the Executive Board; D. Block will look for candidates to stand for the forthcoming electronic election.
  3. Guidelines for executive committees: based on what another regional CRL group does, a similar approach with web presence appears to be a good idea for LAMP.
  4. James Simon presented the budget and other financial matters. The financial statement details income and expenses, and in brief entail: $14,161 in acquisition expenses in FY 1999 and $10,538 through 30 April 2000 for the current FY; the current free balance is $94,078, with $76,386 being committed thus far but the fact is that a number of the projects are on hold due to various problems. The scale of the free balance should encourage LAMP to enter new projects.
    He distributed a 4 pg. list of new accessions as well as the 154 pg. LATIN AMERICAN MICROFORM PROJECT (LAMP) HOLDINGS LIST (May 2000) for which additional copies are available at cost from CRL. Appreciation was expressed for having this convenient print volume.
    Many LAMP items remain uncataloged, especially serials. J.Simon estimated that approximately 66% are catalogued and he welcomes identification of cataloging priorities. A special effort could be mounted to either outsource or catalog at CRL remaining titles; most tend to be copy cataloging rather than original.

II. Continuing Projects

  1. How to keep users and librarians informed about additions to the collections. SAMP gives more information about projects and also financial information. They indicate contacts for projects and where the project is in terms of completion. Such web information should indicate the amount allocated, spent and how far toward completion the project is.
  2. Edmundo Flores reported on the filming of government MEMORIAS project. During 1999 LC filmed nothing, so the titles recommended as priorities remain for 2000. One title is now being filmed. D.Hazen asked if LC would approve off-site filming so that more film be produced. The Miami operation of A.Montalvo might be possible but would require discussion with him. It would be a contract change and might result in a small profit. E.Flores will discuss with A.Montalvo the contractual and financial issues.
  3. D.Hazen reported on the human rights documentation at PIDEE in Santiago, Chile; the project began as a result of a Ford Foundation conference on preserving human rights archives. Harvard's Program for Latin American Libraries and Archives received a request from PIDEE and other human rights organizations; the decision was to provide PIDEE with a grant along with LAMP funds to enable organizational work on the files prior to filming. The aim is to have representative files; the audio materials need to be copied or reformatted. Currently only work on paper files is funded. D.Loh questioned how the confidentiality issue is being resolved given the fact that the files involve former children, many of whom are still alive. PIDEE would ask that users sign documents to protect human subjects. CRL will need to develop a procedure for this prior to lending the film.
  4. LA PROTESTA (Buenos Aires) has holdings at UCLA and D.Loh invested substantial effort in inventorying the holdings. IDC also filmed some from 1880-1940. Some of UCLA holdings are not on the film, especially for 1932-1940, but UCLA does not have complete runs for these years. The Biblioteca Nacional in BsAs has some issues. UCLA is not in a position to film the materials. $8,000 was allocated for the project.
  5. VARIEDADES (Lima), approved in 1995 for at UCLA filming 1908-1932 is about half finished; the project is taking longer because of the need to borrow missing issues.
  6. Brazil's NUNCA MAIS 540 reels of microfilm, acquired years ago, has an index but where it is on the reels is not known. J.Simon has been hunting for it to no avail thus far. To facilitate use, the reel guide is essential. Existing options include: 1. use student labor to finish searching the reels; 2. divide the work searching between institutions; 3. out-source the search. A reel guide should incorporate information in the printed index which has more points of access. The Columbia's 12vol set, which provides a summary, similar to a Truth Commission report should also be filmed. Discussion centered on paying someone to do the searching and index preparation; $1,800 was originally approved, and now perhaps $1,200 is required.
  7. THE STANDARD (Buenos Aires) in 330 vols. is being cleaned due to its storage in an open warehouse. Then filming could occur, taking into consideration what already exists. Irene Munster, director of the Universidad de San Andrés library reported, and will continue overseeing the project.
  8. Princeton Theology Seminary serials covering primarily Protestant churches in Latin America continues, $80,000 having been spent in the past decade. Even with consistent receipts, the project still has 45 more titles to film for about $20,000. The amount was approved. J.Simon suggested a major publicity effort to inform researchers and librarians about this collection.

III. New Projects and Proposals

  1. ICON (International Coalition on Newspapers). Intended for more coordinated access to non-US newspapers, 13 universities and research libraries with large newspaper collections participate. NEH awarded $365,000, and part of the project involves the preparation of a union list. Participants will receive CONSER credit. The three Latin American newspapers included for microfilming at this point are: LA RAZON (BsAs), GACETA DE LIMA, and EL LIBRE PENSADOR (BsAs). Because the preservation part of the budget was cut, LAMP needs to support the ICON effort. NEH will not support the microfilming of collections outside of the US. LA RAZON is at Harvard and the title can fairly easily be readied for filming. If filmed with LAMP, it would be a LAMP holding, thereby facilitating loans. Because of the NEH funds, raw film will will be at cost. LA RAZON for 1920-1946 should have a total cost of about $30,000; $4,000 was approved for a LAMP expenditure.
  2. Cuban 19th century pamphlets held at the Biblioteca Nacional José Martí. Their Director instructed a proposal be prepared for LAMP for the 3,000 pamphlets. The technical aspects of filming there were discussed; Library personnel have had contact with NECC on preservation questions. Concern about duplicating materials filmed at NYPL and Yale, and to be filmed at Harvard led to the recommendation of these libraries checking their holdings against the sample of 30 titles. If duplication rate justifies, a larger sampling of titles is required. Access to individual titles once filmed: presently only a paper card file exists. The Library will create a MARC database that includes author, title, place of publication, publisher, year, subject, and language. The budget proposal is for $30,111. Provision of raw film through established channels should reduce those costs; further review of the budget is necessary. Initially $10,000 can be allocated to see what is produced.
    • Another proposal prepared by the Library dealing with serials was delivered by Rhonda Neugebauer at the time of the meeting and hence review was impossible. The Executive Committee will assess the contents.
  3. Colección de Microfilms Prensa Rosario. The Centro de Cultura in Rosario, Argentina has mostly 19 century provincial newspapers that they are filming and want to know if LAMP is interested in purchasing. The Centro has foundation support for the technical training and microfilming, and has Argentina's best master negative storage facility. It would be important to support their filming.
  4. Centro de Documentación e Investigación de la Cultura de Izquierdas en la Argentina (BsAs). This center specializes in all formats of printed materials issued by the political left and anarchists in Argentina. It is private and holds many titles that are not in any public collection, or are very rare. Their grant from Harvard's Program for Latin American Libraries and Archives had strong follow through by the Centro. We need to receive a list of their filming priorities and a formal proposal.
  5. D.Block had nothing to report on this project, proposed to him by the Cuban Philosophical Society.
  6. The Argentine titles EL ORNITORRINCO, EL ESCARABAJO DE ORO, and COMERCIO DEL PLATA, suggested by Ricardo Piglia for their importance and rarity were briefly discussed and thought best to put the titles on the LAMP listserv for everyone to check collections.
  7. Colonial philosophical works is a project being advanced through Peru's Catholic University. 30 titles of 17th century, mostly criollo writers, were selected for microfilming and digitizing by faculty and consultants of the Catholic University of Peru to serve as the core research resource of their new colonial philosophical research center. The works are rare. Only 5 are in OCLC. To date, the 15 titles presented have been located in Peruvian libraries. A lack of adequate equipment given the condition of these volumes makes for difficulty in completing the filming. The request is for equipment, but LAMP does not have a precedent for the purchase of equipment. Why not rent the equipment? What standards are expected? How representative or comprehensive is the collection? Some selectivity resulted in the list given to LAMP. The topics covered--17th century scholastic thought--is of narrow interest. No support emerged for the purchase of equipment. Harvard's Program for Latin American Libraries and Archives could entertain a proposal, or a consortia be developed.

IV Other points of information.

  • Harvard's Program for Latin American Libraries and Archives has funding to 2003.
  • Primary Source Media (formerly Research Publications), owned by Gale (part of the Thompson conglomerate) is doing a series on Latin American history and culture which is archival materials. The focus is now with Yale-held manuscripts and Harvard-held serials.
