The meeting was called to order at 2:20PM.
1. Introductions
Introductions were made and agenda was amended to include
additional items. Easterbrook announced new CAMP institutional
memberships or new representatives: Georgetown (Brenda Bickett),
Cornell (Eric Acree), NYU (Peter Kargbo), Ohio State (Linda
Krikos), Iowa (Edward Miner).
2. Approval of the minutes
The minutes of the meeting in Albany, May 4, 2002 were
approved.
3. Election
Easterbrook announced that Peter Malanchuk (Florida) has
been elected vice-chair and Ned Alpers (UCLA) has been elected
as the new faculty representative.
4. Report of the Executive Committee Meeting
Easterbrook reported changes to the agenda including adding
a discussion of new filming projects, and the idea of an
Arabic language CAMP brochure. He noted the length of the
agenda and the fact that we may not get through every item.
He also reviewed changes in the membership and reported
that the Executive Committee had discussed the status and
privileges of international membership.
5. Remarks from Bernard Reilly, CRL President
Mr. Reilly praised CAMP as one of the most active of the
area studies programs in CRL and stated that it is a model
for cooperative development and preservation of resources.
He said he is committed to making sure scholarly resources
get to scholarly researchers.
CRL has finished a strategic planning process and in so
doing has established a number of strong objectives for
the next five years. Foremost is building international
resources. A collections assessment task force has made
recommendations regarding unprocessed collections, as well
as how to deal with digital resources which are at present
inadequately archived. The Mellon Foundation has provided
funding to investigate archiving of political web materials
on a long-term sustainable basis because so much of this
material is only available on the web. Curators may need
to add this task to their collection development activities/regimes.
Additionally we must become more cognizant of variant sensitivities
regarding intellectual property in other countries.
A question and answer period ensued:
Olson – are you looking for digital projects that
will result in microform?
Reilly – yes. We’re concerned about the behavior
of some of the commercial vendors and suggest the possibility
of bringing together the various micropublishers to discuss
the implications of producing and selling microform from
digital sources.
Walsh – wants a discussion regarding international
memberships and the problematic nature of lending to these
institutions.
Reilly – we may need to do business in a different
way, such as perhaps, digital document delivery.
Walsh – the DATAD project has inherent problems dealing
with the distribution of intellectual property – a
matter which varies from country to country.
Paulos – CRL may want to consider designating African
universities for duplicates of future CRL projects.
Limb –endorses Paulos’s “node”
idea and cites the South African Library as a workable example.
Easterbrook – CAMP has always felt resources should
be available to everyone and hopes we can find a mechanism
to lend to non-members as well.
Bell-Gam – any future funding should take into account
the high cost of postage within Africa.
6. CRL Report including CAMP budget report
Simon reported on the Aberdeen Woods conference and emphasized
the importance of interacting more with other area studies
projects. The conference papers are now available on the
web.
The ASA papers are now complete. 1987 and 1995-1997 have
been done and the originals sent to Northwestern. The Mali
newspapers expenditures have increased because the papers
have become daily instead of weekly. For the Malawi newspapers,
filming might be done in New Delhi. Ditto for the Tanzanian
papers. Northwestern/CIC project is now complete. (There
was not an update on the Senegal Project).
Simon reviewed the CAMP budget for Fiscal Year 2002 (Final
Report). FY 2002 started with a beginning balance of $34,414.01.
Membership fees and sales (not including Title VI money)
brought in revenues of $34,318.50. FY 2002 expenses were
$39,834.18. Outstanding commitments total $22,053.90 which
includes both materials on order and materials approved
for purchase. Available funds are at present $25,027.68.
Simon also distributed lists of CAMP Materials received
since May 1, 2002, on order materials, and new cataloging
since May 1, 2002.
7. Aberdeen Woods Conference 8-10 November 2002
Olson will summarize the proceedings and place it on our
website.
8. Political Web Archiving Project [see:

CRL is investigating having a periodic capture of web-based
political material every two months.
9. Senegal Project
Deferred until spring.
10. Archives Task Force
Deferred until spring.
11. IDC list of South African newspapers
Yale will check its holdings against the list. Stanford
and Northwestern will do similarly. Crossey said the quality
of the South African film was originally not good.
12. Liberian papers
Simon mentioned missing holdings from 1995-1996. Contact
has been made with Friends of Liberia as well as the Peace
Corps to obtain these issues. Indiana may have some issues
as well as LC. Limb suggested wrapping up the project. Simon
suggested that we work to complete, in as timely a manner
as possible, filming of that particular period, not the
entire project, after due consultation re outstanding issues.
13. Timbuktu project
Money is needed to move the project forward. CAMP needs
to key in the descriptive information before mounting it
on the web. $8,000 is needed to mount the images on the
web and complete the work needed to get the scanned images
ready. It was suggested that Title VI Members allocate $4000
for the project. CAMP will allocate another $4000 to convert
the TIF images to metadata.

16. Lesotho electors list
Easterbrook urged the purchase and Limb suggested allocating
$4000. The purchase was approved.
17. Mombassa Times, 1930s to 1945
Easterbrook announced that we still do not have a cost
estimate from the Imperial War Museum which holds this title.
18. New Business
Suggestions for new filming projects/purchases
Mbabu suggested pursuing the filming of surveys that were
done during the transition from military to civilian rule
in Ghana (1991-1992). The Ghana National Commission for
Democracy holds the materials which amount to about 5 large
boxes. DeHeer and Bell-Gam endorsed this proposal and De
Heer will put out feelers for contacts and information.
Zulu newspapers uBaqa Lwantwana (1877-1883) and
Ikwezi (1861-1868) are available in South Africa
and would be inexpensive to film since the work could be
done there. Cost is approximately $400.00.
Woodson suggested filming of Berhanena Selam (Addis
Ababa). Held by British Library—11 printed volumes
in Amharic from the 1920s—one of earliest papers.
Lorentz passed out an inventory of Onitsha publications
held by Kansas U. Olson suggested digitizing some for a
web site. Easterbrook said that Northwestern deacidified
their Onitsha pamphlets. Limb said the project needs to
be broadened since so many institutions have similar or
additional holdings and that we should keep this on the
agenda for spring.
Woodson mentioned that Monitor does not appear
in RLIN/OCLC for certain years. Malanchuk will send a message
out regarding the filming of Monitor. Florida has been filming
the title.
Bischof said that Hogarth has sent Berkeley 288 state government
publications from Nigeria which we might want to film. Easterbrook
said that since many of these titles are serials it might
be wise to see what is available at other institutions to
make the collection more comprehensive. He suggested placing
the titles on our listserv so that we can check against
our institutional holdings.
Simon said that a major anthropological collection, the
papers of Hans Cory, held by the University of Dar es Salaam,
may be a project worth filming. The University of Bergen
may also be interested in filming this. Limb will pursue
a follow-up by inquiring with its visiting librarian.
The Namibian. Jansen has incomplete holdings from
1985. IEN has some as well and the title is offerend in
part by Norman Ross.
Woodson suggested an Arabic version of the CAMP brochure.
