The meeting was called to order at 2:19 PM by the Chair.
1. Introductions: CAMP Executive, CAMP Member Representatives,
Guests.
Goral circulated get-well cards for Joanne Zellers and
Andrea Stamm; Walsh circulated a get-well card for Vicki
Ewalds.
2. Announcements. Additions to the agenda.
The Chair added to the agenda an update on the Liberian
newspapers project.
3. Approval of the 8 April 2000, UCLA minutes.
The minutes were posted on the CAMP web site and distributed
as copies. Easterbrook moved to approve the minutes; seconded
by Lauer. The motion passed.
4. Executive Board Election Results.
The Chair announced the election results for Executive
Board and welcomed David Easterbrook as incoming Chair,
Ruby Bell-Gam as Chair-elect, and David Owusu-Ansah as Faculty
Representative.
REPORTS/UPDATES/OLD BUSINESS
5. CRL Report, including CAMP Budget.
Simon reviewed the CAMP budget. The final report for FY
2000 shows a beginning fund balance of $32,936 and an ending
fund balance of $23,413 rolled over to begin FY 2001. FY
2000 acquisitions expenses were $28,434, which Simon suggested
was a record for CAMP. Major expenditures for FY 2000 included
Malawi newspapers filmed in bulk, the first of three payments
for the Paris Evangelical Mission set, and the conclusion
of the Katjavivi SWAPO documents.
Simon reported that the Title VI Centers fund has seen
recently little expenditure, as the "Justice Indigene"
Senegal project has ended, with only $714 spent in translation
fees for preservation documentation during FY 2001. During
FY 2000, $10,7000 was contributed by the Title VI Centers
and an additional $1,500 has been contributed during FY
2001 to date. Since 1995, the Title VI Centers have contributed
$90,050, with the "Justice Indigene" project incurring
$78,353 in expenses. The unallocated $11,696 will be spent
on the Timbuktu MSS Digitization project and probably the
proposed Senegal projects.
Among receipts from the past six months, Simon noted Roosevelt
University's deposit of Africa for 1928-1963, Malawi newspapers,
the Shephard report on Gold Coast agriculture, and the second
shipment of the Katjavivi SWAPO documents. The report for
FY 2001 through 31 October 2000 shows an ending fund balance
of $44,748, with $21,864 in materials acquisitions commitments
approved but not yet spent for a total commitment of $31,410,
leaving $13,338 uncommitted and available for new projects.
Simon added that CRL's $4,000 annual commitment to CAMP
is not included in this report, as it is made in the fourth
quarter. The major expense for FY 2001 to date is the second
payment for the Paris Evangelical Mission set. Materials
on order include Somalia Newspapers, Post-Barre Period part
II, Somalia Reports, Post-Barre Period parts II-III; seventeen
Malawi newspaper titles are being prepared. Simon provided
a list of CAMP titles recently cataloged, including Swaziland
Official Publications, 1880-1975, for which CRL lacks the
second supplement, post-1975. Simon reported that this part
is no longer available through IDC, and he asked if members
held the second supplement. Foster will check Ohio's holdings
for completeness.
Simon said that CRL's search for a new president is ongoing,
with interviews scheduled for November and an appointment
anticipated in early 2001. CRL placed a temporary hold on
non-member borrowing; the new lending policy, which is considerably
more expensive for non-members, has been posted on the CRL
web site.
CRL grant proposal to National Endowment for the Humanities
on behalf of International Coalition on Newspapers [ICON]
has been accepted: $365,000 was awarded for three years
to compile an international newspaper union list similar
to AFRINUL for pre-1950 titles. The grant includes some
funding for preservation. No funding is provided for African
newspapers, chiefly owing to the pre-1950 limit.
CRL has begun a pilot program for cataloging its 750,000-title
foreign dissertation backlog. Non-MARC records for 10,000-12,000
titles will be searchable through the CRL "Quick Search"
web page.
Olson asked that CRL restart its program offering CRL or
CAMP records for local loading in member libraries' catalogs.
He asked which institutions have loaded CRL or CAMP records
into their local catalogs. Harvard, Florida, MELVYL, Iowa,
OhioLink, and Wisconsin were named.
Bell-Gam noted that African titles are not included in
CRL's list of "foreign periodical subscriptions received
by CRL". Simon said he will check this, and suggested
that CAMP could follow up with a position statement.
The Chair noted that University of Kansas, represented
by Ken Lohrentz, has joined CAMP, and Simon added that University
of Western Australia may have dropped its membership.
6. CIC-NEH Report.
Easterbrook reported on the successful Committee on Institutional
Cooperation (Big Ten universities and University of Chicago)
preservation microfilming proposal to the National Endowment
for the Humanities, which began on 1 October 2000. The project
includes microfilming African newspapers not previously
filmed, working from a list of titles established several
projects ago. Filming will not begin until Spring 2001,
and therefore a funding commitment does not need to be made
at this meeting. However, funding needs should be available
at the Spring 2001 meeting and should be similar to earlier
projects.
7. ASA Conference Papers.
The Chair began discussion by stating that CAMP will send
a resolution to Loree Jones, ASA Executive Director, stressing
that she needs to enforce participation among conference
paper presentors. Malanchuk noted that only twelve conference
papers were submitted from last year's ASA annual meeting,
that the practice of collecting abstracts only is inadequate,
and that Jones and the Chair and all members of the ASA
Publications Committee need to be alerted to their gatekeeper
role. Easterbrook suggested that future correspondence should
refer to the letter he wrote as ALC Chair to David Wylie,
then ASA President; he added that our efforts should be
made prior to the ASA Board meeting in Spring 2001. Bell-Gam
said that she would mention the ASA Papers during her ALC
presentation before the ASA Board on Sunday. Easterbrook
noted that Caruso, serving on the ASA Board, will second
her presentation, and he asked Bell-Gam to report back so
that we could act appropriately. Malanchuk commented that
Caruso and he were incredulous at the naive comments made
by the ASA Board and Publications Committee in recent meetings.
Bell-Gam asked if CAMP should be involved in this, or if
the issue is solely one for ALC. Easterbrook advised that
ALC should deal with the ASA Board. He considered that CAMP,
at its most basic level, is merely a consumer of the ASA's
product and also represents many users. Olson noted that
our strategy at the Spring 2000 meeting was to present questions
to the ASA without identifying action CAMP could take. He
suggested that CAMP should now offer through ALC to participate
as a preservation resource. Easterbrook added that Northwestern
University can participate in its role as the ASA repository
by asking that ASA send all conference papers, including
the papers only on CD-ROM, since the early 1990s.
The Chair asked what would take place in the worst case:
CAMP would allocate funds to microfilm from the CD-ROM.
Simon added that permissions would need to be sought, and
Easterbrook suggested that the ASA Board would give approval
if we could give them a plan. Olson commented that we are
faced with two worst cases: the preservation of the papers
already on CD-ROM and the availability of any future conference
papers.
Malanchuk suggested that Jones and the ASA Board be told
that ASA conference papers are in demand: requests have
been received recently at the ASA Executive, Northwestern,
Florida, and UCLA. All papers are covered in the Northwestern
Conference Paper Index and are available through interlibrary
loan. Owusu-Ansah expressed concern that his work read at
the ASA Meetings would be considered a formal publication,
although he agreed that Jones needs to be alerted. Olson
responded that the decrease in papers has occurred only
recently, and Walsh pointed out that scholars who cite their
papers among their publications must accept that they should
be available for reading.
The Chair called for a summary of action to be taken. Bell-Gam
will include CAMP's concern in her ALC report, and will
report back to Coelho, incoming ALC Chair. Bischof requested
that we lobby ASA Board and Publications Committee members
in addition to sending letters from CAMP and ALC. We will
work on developing a CD-ROM to microfilm proposal. Paulos
and Bischof suggested inviting Jones to an upcoming ALC
meeting, both to introduce her to the group and to discuss
archiving the conference papers. Walsh requested that we
notify our faculty and students at our institutions, and
Olson suggested referring them to Jones and the current
and incoming ASA Chairs, Lansine Kaba (who is incoming ASA
Publications chair) and Catharine Newbury. Goral suggested
that Bell-Gam contact Ned Alpers, program committee chair
for the next ASA Annual Meeting, for cooperation in soliciting
conference papers.
8. CRL-Foreign Official Gazettes Task Force meeting.
Olson reported on the FOG Task Force meeting, 18 July 2000,
in Philadelphia, citing his summary for the CRL Area Studies
Projects on the CRL web.
Olson showed sample CRLCATALOG records for FOGs, which
provide information on CRL and FOG Task Force member holdings
and commercially-available microform editions. He expressed
concern that the records had been modified by deleting "CAMP"
from the Call Number or Location fields, making it difficult
for CAMP members to identify their holdings; he noted that
many of these records are inventory records, not full cataloging
records. He suggested that CAMP ask CRL to move the FOG
inventory to a database similar to AFRINUL rather than use
the CRLCATALOG as a union list and that CAMP holdings be
restored as second locations. Simon said that he would ask
that CAMP and other holdings be treated as multiple locations.
Simon distributed a list of official gazettes which had
never been microfilmed and which noted paper holdings among
FOG Task Force members. Olson added that Pat Finney at CRL
is also asking for our assistance in identifying official
gazettes that she has missed. Woodson asked if Simon wanted
CAMP members to check their holdings for missing issues.
Simon agreed and added that CAMP might want to microfilm
relevant titles.
In discussion, Bell-Gam speculated if CAMP's request for
modifying the CRLCATALOG's FOG records would be viewed by
the FOG Task Force as in some way diminishing their efforts,
particularly in a time of interim leadership at CRL. Olson
replied that CAMP participates in the FOG Task Force as
the representative of the largest area-studies contributor
of official gazettes and the largest group of users; and
that restoring the records and adopting an AFRINUL-like
approach makes appropriate use of the technology CRL has
on hand and allows CRL to recognize the contributions of
all of its program members. Paulos asked if the FOG Task
Force has been able to attract grant funding, a need recognized
in the 1999 meeting he attended. Olson replied that they
had not begun to pursue funding, but that they were still
engaged in transferring collections from contributing members
to CRL.
9. Congolese Newspapers Project.
Bockie reported that four Congo newspapers had been collated
and sent to Berkeley's Library Photographic Service: Demain
le Congo, La Societe, Le Compatriote, and La Libre Expression.
Among issues being filmed, Berkeley and Library of Congress
Nairobi provided approximately 45 percent each with Northwestern
contributing the remaining 10 percent. Bischof reported
that CAMP had commited $1,000 and that Berkeley wanted to
pay for additional costs.
Bischof reported that Ruth Thomas's account of several
titles held at LC Nairobi inspired her to expand the project
with Berkeley's support. However, according to Jim Armstrong
in Nairobi, LC Nairobi holds hundreds of additional titles.
She has asked LC Nairobi to begin filming either at Nairobi
or Delhi soon after Armstrong provides Bockie with a list
of titles and issues and she and Bockie are able to collate
that with Lauer's shipment to Berkeley of LC-provided titles.
Bischof added that she is seeking no additional funding
for this project and hopes to return the original commitment
from CAMP.
10. Liberian Newspapers Project.
Simon reported that Lauer sent Michigan State's holdings
to CRL and that Stanford was able to add a few issues. The
newspapers are waiting for filming at CRL. He sought guidance
on soliciting ASA members through ASA News. Gray responded
that Library of Congress has not finished sorting its recent
receipts, and Simon agreed to wait for her report. Lauer
observed that aiming to meet an ASA News deadline is pointless.
11. Newspapers from the South African Library,
Cape Town (Norman Ross).
The Chair reviewed the letter from David Ambrose, National
University of Lesotho regarding current Lesotho newspapers.
Woodson reported that checking Yale's holdings has been
difficult and that some titles are still on order from Norman
Ross. She estimated that Yale holds one-fifth or one-sixth
of the titles offered through Norman Ross. Malanchuk also
expressed concern over Norman Ross's delays, but Woodson
said that the delay may also be caused by the reorganization
of South African Library.
Woodson agreed to compare the Lesotho list with Yale's
holdings and report back at the Spring 2001 meeting. The
Chair offered to check the Lesotho list against CAMP holdings.
Bischof cautioned that these comparisons were for a desiderata
list, as with the foreign official gazettes list, for possible
future action.
12. Portuguese-language CAMP Brochure.
Bell-Gam reported that the first Portuguese-language translation
received from Kathryn Sheldon was lost with the lusophone
UCLA grad student recruited to review it. She asked Luiz
Mendes, a UCLA librarian from Brazil with technical translation
skills, to prepare a new translation; she expressed concern
that he lacks experience with African terminology. She reported
that the translated text has been given to Coelho for review.
Coelho added that a quick glance at the text revealed some
possible changes.
13. CAMP Cataloging Backlog.
The Chair reported that half of the Executive Committee
responded to Simon's survey prioritizing the backlog, and
that Simon will survey the new Executive Committee. Simon
added that eliminating the backlog should be a priority
for CAMP.
14. Timbuktu MSS Digitization Project.
Easterbrook reported that no activity has occurred in preserving
the Mamma Haidara Memorial Library manuscript collection,
owing to John Hunwick's stroke in Spring 2000. However,
he met with Hunwick last week and Hunwick is preparing now
to begin organizing and documenting the collection. The
Northwestern conservation lab will perform the preservation.
Microfilming had been omitted from the project because some
MSS were faded. However, the conservation lab has judged
that microfilming from enhanced digital images may be successful,
and Easterbrook feels that microfilming should be an important
part of the project. Easterbrook suggested that the digital
collection should be hosted by CRL if CAMP funds the project;
otherwise, Northwestern would host it; he added that CRL
and CAMP should be given first right of refusal. Simon added
that CRL is interested in the project and noted that the
AFRINUL server is practically unused. He cautioned that
the collection must have solid metadata.
The Chair proposed voting on funds to support the project.
Lauer noted that CAMP had approved funding "in principle",
and the Chair added that the consensus had been to fund
this as a joint CAMP and Title VI Centers project, each
contributing half the cost. Simon estimated the project
would cost $7,500 and asked if CAMP should commit funds
up to a ceiling. Bell-Gam expressed concern that the Title
VI Centers had not met to discuss project funding and that
individual centers may have committed their funds to other
projects. Lauer added that CAMP will discuss funding for
the Senegal Serie D proposal later in the meeting. Wilson
asked if a backup funding plan was in place. Easterbrook
replied that Northwestern would cover the shortfall from
CAMP and Title VI Centers. Walsh added that the Title VI
Centers cooperative projects wording is broad enough to
cover the project.
Lauer moved to allocate $4,000 to the project; Walsh seconded.
The motion passed.
15. Church Missionary Society Archives (Adam Matthew).
Olson reported that Adam Matthew is producing microfilm
covering more recent years than the old set held by CAMP.
Using reel lists from CRL and Adam Matthew, he prepared
a comparison of the two sets to purchase contents missing
from the CAMP set. However, Berkeley, Florida, Northwestern,
and UCLA have standing orders or hold all available parts.
The consensus was to drop the title from consideration.
NEW BUSINESS
16. Senegal Serie D Project Proposal.
The Chair briefly reviewed discussion from the Cooperative
Projects meeting, expressing pleasure at the positive response
to Caruso's proposal. Simon reported that the Senegal "Justice
indigene" project has $11,696 unallocated funds remaining,
with approximately $2,000 committed for shipping but never
spent, giving the Title VI Centers approximately $13,696
for this project and the Timbuktu Digitization project.
The proposal seeks $17,325 in initial funding for the first
phase, "Administration centrale", with the entire
first phase estimated at $32,000. Bell-Gam and Olson cautioned
that the proposal's second phase, "Administration territoriale",
requires outside funding.
In discussion, Walsh suggested that our funding plans should
take advantage of fiscal year changeovers, and Olson polled
Title VI Centers informally to show interest in future contributions
to this project. Simon proposed allocating all available
Title VI funding: $4,000 for the Timbuktu Digitization project
and $9696 for the first phase, "Administration centrale".
Bell-Gam expressed concern that the remaining $7,629 for
the first phase's initial funding plus the remaining $4,000
allocated for the Timbuktu Digitization project would leave
CAMP with $1,710 in available funds, and Olson added that
the remainder of first-phase funding must be paid within
the next 18 months. The Chair noted that no other costly
projects are under consideration and that other commitments
are minor ones. Easterbrook added that although Northwestern
is not processing ASA conference papers now, CAMP should
expect to be billed for microfilming some papers in Spring
2001. Bell-Gam asked that Simon send out requests for contributions
to the Title VI Centers soon after this meeting. Owusu-Ansah
asked how the Senegal National Archives felt about this
project, and the Chair and others replied that the Archives
director has attended ASA meetings in the past, that CAMP
has sent a trainer, and that the Archives staff are doing
the organizing and microfilming and view the collaboration
very favorably. Simon proposed that the initial funding
be split across two fiscal years, with $5,000 allocated
for this year and $7,500 allocated for next year. This provides
one-third of the initial funding, the rest paid from available
Title VI funds; it pays for the master negative next year;
and it assumes that the upcoming Title VI contribution will
be similar to past years'.
Foster moved to allocate $5,000 this fiscal year and $7,500
next fiscal year to film the proposal's first part, "Administration
centrale ..., sous-serie 10D"; Bischof seconded. The
motion passed.
After the vote, Caruso arrived and distributed copies of
excerpts of the "Administration centrale" inventory.
17. Population Censuses.
Olson reported that Primary Source Media may have ceased
adding to its International Population Censuses set, owing
to collecting changes at University of Texas Population
Resource Center in 1998. He asked for members whose institutions
receive the microform set to examine their latest shipping
lists. The comparable IDC set, based on World Bank and overseas
collections, is not comprehensive. Also, the international
census network of Association of Population Librarians and
Information Centers (APLIC) existed merely to backstop the
Texas collection; they relied upon Northwestern for African
census publications. He asked that librarians be alert to
census publications as a new worldwide census cycle has
begun. Bischof asked if there was interest in compiling
a bibliography of census titles and asked that libraries
receiving census titles make announcements on the ALC e-mail
list. Olson offered to investigate recent southern African
census titles received at Penn's Demography Library and
will share announcements from Texas.
18. Additional New Business.
Easterbrook called for an expression of thanks to Helene
Baumann for serving as Chair during a transitional period.
Our gratitude was offered through applause.
Upon a motion by Walsh and second by Caruso, the meeting
was adjourned at 4:21 PM by the Chair.
