Business Meeting Minutes

The meeting was called to order at 10:30 AM.

1. Introductions

Introductions were made and the agenda was amended to include item #17A, Zellers speaking on the Mozambique Archives and #18, New purchases and projects.

2. Approval of the minutes

The minutes of the meeting in Houston, 15 November 2001 were approved with the correction that Bell-Gam should be listed as vice chair and member of the CAMP executive.

3. 2002 CAMP election

Bell-Gam, Fung, and Baumann will seek nominations for the December election to fill two vacancies; vice chair/chair elect and, faculty representative.

4. Report from the executive committee meeting

The chair reported meeting with new CRL President Bernard Reilly, who plans to attend the December meetings. He also reported on an executive committee discussion centering around revision of the CAMP By-Laws which would include new responsibilities for officers of CAMP as well as conducting a membership drive. The CAMP brochure in Portuguese is forthcoming from Coelho. Goral suggested James Simon distribute the brochure at SALALM.  Finnegan suggested a CAMP web page in French and Portuguese.

5. CRL Report

James Simon presented the report, commenting first on CRL’s Strategic Plan which demonstrates a renewed interest in area studies. A grant from the Mellon Foundation will provide funding for handling dissertation cataloging as well as software which would provide the infrastructure for various groups to work on such activities as web site development (in Africa and Latin America), as well as preservation and digitization projects.

A collections task force report by Ross Atkinson has been published in Focus.

New CRL grants will allow for hard copy preservation of JSTOR titles and preservation of “last copies” as well as funding for a coalition to preserve newspapers, particularly those of the diaspora.

Simon reviewed the CAMP budget for Fiscal Year 2002 to date (April 30, 2002). FY 2002 started with a beginning fund balance of $34,667.87. Membership fees and sales (not including Title VI money) brought in revenues of $34,318.50.  FY 2002 expenses were $17,928.97. Outstanding commitments total $41,099.20 which includes both materials on order and materials approved for purchase. Available funds are currently at $9,958.20.

6. CRL Historians Conference

Simon and Haight talked about the conference which was held March 8-9 which discussed how to interest and attract end users to CRL/CAMP web site. Haight stated that most faculty do not know about or use CRL. He suggested a CRL/CAMP presence at ASA directed primarily to graduate students. Woodson suggested encouraging our home institutions to load CRL onto our OPACs. A discussion followed. Zellers suggested that that the LC Portal Pages could perhaps have a link to CRL/CAMP. Kagan suggested forwarding CRL’s new receipts to faculty. Easterbrook suggested a poster session at ASA to promote CAMP. Zellers suggested that CAMP representatives meet with the young scholars at ASA. Simon concurred that we need to be more proactive with faculty.

7. CRL Foreign Official Gazette Task Force

There will be no meeting in the summer of 2002. With regard to African gazettes a list of existing film has been created as well as a list of items needed. Paulos asked what role CAMP will play in assisting in this project. Simon suggested that CAMP could perhaps provide $1500 or so to continue the project. Bell-Gam emphasized the need for the project to be as complete as possible and to that end, someone asked, have solicitations gone out for missing issues?

8. Senegal Project

Caruso reported that the project had slowed down for about 6 months due to insufficient staffing, but that it may be completed by the end of 2002. The Director of the National Archives of Senegal felt that an additional $3000 would enable him to rehire a senior person to complete the project on time. Apparently, the quality of the film is not satisfactory, due to the paucity of staff. A very lengthy discussion ensued. Some issues and questions raised were: How much material is left and why do we need to meet the original time line? (Kagan); Bell-Gam was concerned about setting a precedent and if this would lead to capacity building. Limb stated we must appreciate Caruso’s involvement and concern. Easterbrook agrees that we should not let the project lag and should support Caruso’s suggestions. Bischoff and Malanchuk concurred. Caruso stated the need for a major training component in order for the project to continue. Baumann is also concerned about setting a precedent and the need for supplementary funds every few years. Kagan said skill should be developed by a junior person, rather than the retiree. Coelho suggested creating a sub group to work with Caruso. Bischof moved to approve $4000 with partial payment now and the rest upon completion. (Malanchuk second). Limb said that Caruso must share our concerns with the N.A. Director. The motion passed with 17 affirmative votes.

9. Archives Task Force

Moved to end of agenda.

10. CAMP brochure in Portuguese

The brochure from Coelho is forthcoming.

11. Malawi/Tanzania Newspaper Project

Simon suggested that LC-Nairobi possibly send these titles to New Delhi for filming, allowing CAMP to film other items.

12. Liberian Newspaper Project

Simon reported that the meeting of the Liberian Journalists’ Association was enthusiastic about continuing MSU’s original project.

13. Timbuktu Manuscript Project

Easterbrook reported that the manuscripts have been digitized. The next phase will be for NWU to work with CRL to bring the project up on the web and decide whether to do so in Pdf or Jpg format. Preservation has been completed at NWU’s expense. John Hunwick will return the manuscripts to Timbuktu

14. Northwestern Newspapers

Easterbrook reported that the filmed newspapers are now at CRL.

15. ASA Annual Meeting Papers

ASA will be putting the papers for 1988, 1995-97 on CDs and has agreed that we can film them. There may not be a future for this project, however, since ASA has not collected the papers for several years.

16. Bleek & Lloyd

Peter Limb reported that the University of Cape Town version is the same as that at Yale, but that there are actually three versions, including one with drawings and photographs. An inventory is available from the National Library (SA) and that meshing the three versions would be desirable.

17. Sirleaf Collection

Easterbrook indicated there was no new information regarding this collection, but that Angel Batiste at LC has met with Ellen Johnson Sirleaf in the hope of acquiring this important Liberian collection.

17A. Mozambique Archives

Zellers reported that three archivists are working at the Mozambique Radio Archives duplicating tapes and that priorities for the project have been set. On the top of the list is documenting memories/memoirs from elderly people and war veterans, preserving birth, death, marriage records as well as various periodical publications.

18. Suggestions for New Purchases

The Ghana National Commission for Democracy proposal (Mbabu) will be postponed until the next meeting. Easterbrook mentioned that the Imperial War Museum has a run of the Mombasa Times (1939-45) and asked the group to consider filming it. Baumann/Bishof/Olson’s suggestion regarding the Nigerian Skyplan aerial photos will also be considered at a future meeting.

19. Institutional Reports

Easterbrook asked members to submit institutional reports by email because time ran out.

Bell-Gam thanked Caruso and Simon for producing the Senegal web site on the CRL page.

20. Other

A brief discussion ensued regarding the Caruso document “CAMP Archives Task Force”. Among other points, Caruso emphasized the role of CAMP in preserving African archives and stressed the importance of getting feedback from faculty and researchers working in Africa. Bell-Gam believes that it would be useful for us to know in advance of someone’s travel. Limb feels the document could be strengthened by emphasizing preservation and digitization as a means of capacity-building. Easterbrook praised the document and would like to return to it at the next meeting.

The meeting adjourned at 12:30PM.
